Sarasota County Government $20.61 - $28.20 Hourly Sarasota, FL Full-Time Parks, Recreation & Natural Resources Continuous This is professional and advanced technical/analytical work managing the division budget, agreements, partnerships, and contracts. This position coordinates strategic work teams, and serves as the accreditation standards manager for the American Camping Association accreditation process. This position will conduct program cost analysis and generate reports as needed, formulate, interpret, and ensure compliance with county policy and procedure, and monitors/establishes and reports on division performance measures. Leads the division in the interpretation and the governance of all financial and procurement related duties. This work includes a high degree of public involvement and customer interaction. Manages the division's budget on behalf of division manager to ensure proper procurements and expenditures according to guideline and policies. Manages processes to ensure fiscal stewardship. Assists the Recreation and Neighborhood Parks management team with frequent budget tracking and reporting. Leads the budget process for staff, leads prep and budget discussion meetings. Assists the division with finance and procurement responsibilities and provides governance to all staff within the division for financial and procurement related duties. Manages and procures all supplies, materials, resources, and services for events, camp activities, and facilities. Initiates and inputs purchase requisitions in One Solution. Monitors purchase requisitions and purchase orders, tracks all items. Reviews purchase requests to assure appropriate insurance is on file and all necessary documentation has been provided. Processes change orders and approve invoices in the OnBase financial system. Maintains contractual compliance and utilizes OnBase to update and manage contract information. Monitors the MOU process for the division. P-card coordinator for assigned staff; processes receipts and reconciliation of monthly p-card statements using WORKS. Monitors monthly budget reports for multiple org codes, makes recommendations and assists with issues. Research data (One Solution, GovMax, etc.) to create and maintain expenditure reports. Provides input and data entry assistance in the GovMax budget system. In-Depth Knowledge of Procurement Processes. Assist division with administrative responsibilities. Assists with development of preventative maintenance plans and schedules. Monitors and routinely updates camp, park, and facility Policy and Procedure Guides where applicable. Updates park status reports. Works closely with staff in Recreation and Maintenance Services, Parks, and Facilities. Assists with work and vendor orders, fleet contracts, and staffing and event plans. Division lead on TUP process. Serves as contract manager/administrative agent on current and new contracts. Assists with the reporting associated with all division accomplishments, measures, and summer camp reporting. Assists staff as they Manage/review/write/prepare grants, contracts and/or RFPs. Liaison for contractual labor, works with contractual labor company for job description reviews and edits, assists with the facilitation of the onboarding process for temporary staff. Assists with the completion of City of Venice annual interlocal reporting, and City of Venice quarterly walkthroughs. Works with the QA Team and RNP Supervisors to ensure QA and quarterly lighting inspections are complete in a timely fashion. Serves as the American Camp Association Accreditation Standards Manager, and then assists staff with interpretation and compliance of standards. Facilitates staff training regarding the Camp Accreditation Smartsheet tool and document tracking to help document compliance with accreditation standards. Manages the collection of data and assists with the development of the Annual Summer Camp Report. Writes, edits, and compiles participant surveys after programs and events, including summer camp programs. Assists division staff with the oversight of the Patterson Foundation Reading Program Grant annual reporting and outcomes. Assists in the identification of new partnerships and specialty camp opportunities. Assists with the coordination of field trip bussing and vendor schedules for the Summer Camp Program. Secures vendor services for signature events, works to ensure that vendors are paid in a timely fashion, and that all receipts and paperwork are submitted in a timely fashion for the monthly P-Card packet. Works closely with multiple divisions, departments, and outside vendors. Division contact for Procurement and Parks Liaison's to ensure all staff in the Recreation and Neighborhood Parks Division are following all county procedures. Acts as the Telecom/IT Liaison for the Recreation and Neighborhood Parks Division. Acts as the Fixed Assets Liaison for the Recreation and Neighborhood Parks Division. Acts as the FEMA representative for the Recreation and Neighborhood Parks Division. Accounts for division compliance in those trainings. Maintains internal SharePoint site content and division I:Drive management and ensure information is readily available. Reviews and provides edits of County website content as it pertains to the division. Serves as division coordinator for updating and managing Call Center Knowledge Base (CCKB) content. Division lead in maintaining Recreation webpages; assists with preparation of marketing materials in coordination with Communications. Works to help identify sponsorship opportunities as a part of the delivery of programs, events, and services. Creates and processes facilities rentals for Phillippi Estate Park. Collects fees and charges for services and rentals rendered at Recreation and Special Event sites, input RecTrac reservations, conduct daily closeouts, and review A/R reports. Addresses and submits work orders as they pertain to Phillippi Estate Park and assists with operational solutions at other locations and as part of the delivery of RNP events, programs, and services. Helps to staff facility rentals and events. Work Hours: Monday Friday, 8:00 a.m. 5:00 p.m. About You Minimum Qualifications: An Associate's Degree from an accredited college or university with three (3) years of job-related experience OR a Bachelor's Degree from an accredited college or university in job-related field; one-year job related experience preferred. Five (5) years professional related experience can be substituted for the degree at management discretion. Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment in any class for a period of five (5) years.
