The Telecommunications Network Programmer Analyst Senior-Lead analyzes, evaluates, and maintains telecommunications systems including data network, voice systems, commercial cellular equipment, public safety wireless and/or video communications systems. Incumbents conduct analytical studies to define problems, identify deficiencies, and recommend solutions that impact the enterprise and user unit effectiveness. Incumbents have the highest level of technical expertise and work under limited supervision on the most complex assignments requiring considerable independent discretion and judgment. Incumbents may also assume a lead role providing training and guidance to Technology Bureau staff. Position Qualifications: Education: Bachelor's degree in Computer Science, Information Technology, or a related field; Experience: (5) five years of work experience in a telecommunications analyst, voice communication analyst, network engineer or similar position Or Combined education and experience qualifications: An equivalent combination of education and job-related experience may substitute for the minimum qualifications on a year for year basis. Other requirements: Must possess a valid Arizona driver's license or have the ability to obtain by the time of hire. Training that may be provided on-the-job: FEMA NIMS IS100 and 700; Safety; Payroll; PREA. Design, implement, and manage large telecommunications systems and network projects Design and install well-functioning computer networks, connections, and cabling Perform troubleshooting to system failures and identify bottlenecks to ensure long term efficiency of network Inspect LAN infrastructure and fix minor or major problems/bugs Test and configure network related software and maintain and repair hardware and peripheral devices Proactive monitoring of network environment to identify outages, or service degradation, and responding accordingly Design, implement, and maintain network management platform for proactive monitoring and management of network infrastructure Prepare and ensure accuracy of documentation, procedure manuals, and as built sheets for network installations, including data, voice, and video systems. Organize and schedule upgrades and maintenance of network equipment without deterring others from completing their own work Provide technical direction to co-workers on computer and network usage and offer comprehensive advice and instructions Supervise vendors for contracted services Act as a liaison between Sheriff's Office and network vendors on high-level support issues Provide direct interface with other departments in support of the Sheriff's Office network Prepare correspondence and reports Diagnose problems and repairs equipment ensuring conformance to specified codes and standards Solve complex problems using technical knowledge and professional judgment to restore critical systems Respond to job assignment such as work orders; engineering changes and trouble calls as required which may necessitate call-in to work after normal shift hours Analyze component requirements of new and upgraded systems and perform installation and testing of new products and patches Ensure adherence to and completes/updates documentation of routine maintenance schedules and inventory Compile and update statistical information, manuals, and reports Represent the division at meetings, both internal and external Provide on-the-job training to users and other technical personnel May be responsible for supervising and assigning work to other Technology staff, although this is not the primary function of the job Provide high-level off-hours support on a rotating basis with other technical personnel Be present at work site to perform assigned tasks at the times and dates scheduled and/or assigned by the supervisor Other Duties as Assigned Selection Procedure: The hiring authority will select the successful candidate based on departmental needs.
