IT Project Manager Positions

Harris County Universal Services (Universal Services) is transforming the way the County does business and seeking two IT Project Managers to join our team. Universal Services is the enterprise IT solutions center for the departments and offices of Harris County, providing Information Technology, Public Safety and Justice Technologies, 311 Constituent Engagement Services, Fleet Services, and Records and Information Governance Services. Harris County Commissioners Court, the County's governing body, directs a budget of more than $4 billion providing essential services including flood control, infrastructure, healthcare, housing, and justice administration. Harris County Universal Services is seeking two IT Project Managers to join our team: one at the Level 1 position and one at the Level 2 position. IT Project Manager I With supervision, the IT Project Manager I supports the planning and execution of technology projects. The Project Manager assists in coordinating tasks, maintaining schedules, and facilitating communication among project teams. The Project Manager develops foundational project management skills and gains experience with standard tools and methodologies in this role. IT Project Manager II The IT Project Manager II successfully manages medium to large-scale technology projects by effectively coordinating cross-functional teams, resources, and stakeholders. Leveraging proven project management best practices, methodologies, and tools, the role ensures timely delivery of projects within defined scope, quality, and budget constraints. Acting as a critical liaison between IT and business units, the Project Manager facilitates clear communication and alignment to meet strategic objectives and drive business value. Job Responsibilities: IT Project Manager I: Assist in project scheduling, tracking deliverables, and updating documentation Work closely with project teams to understand risks, timelines, scope creep Facilitate communication between technical teams and business stakeholders Learn and apply basic project management methodologies (e.g., Agile, Waterfall) Contribute to status reporting and project documentation Ability to take instructions, training and mentoring from Sr. Project Managers IT Project Manager II: Lead comprehensive project planning, including defining scope, scheduling, budgeting, and resource allocation to align with business goals Proactively identify, assess, and manage project risks, issues, and changes throughout the project life cycle to mitigate impacts Oversee vendor management and coordinate third-party engagements to ensure contractual obligations and deliverables are met Facilitate regular project status meetings, prepare detailed progress reports, dashboards, and presentations for stakeholders and executive leadership Mentor and guide junior project managers or project coordinators to build team capability and ensure consistent project execution standards Ensure compliance with organizational project management frameworks, policies, and quality standards Foster strong stakeholder relationships by managing and coordinating third-party engagements and resolving conflicts, ensuring transparency in communications Harris County is an Equal Opportunity Employer. Education: Bachelor's degree in Business, Information Technology, Information Systems (IS), Computer Science or a related field. Experience: 2-3 years of relevant work experience Knowledge, Skills, & Abilities: Proficient in Microsoft Office. Strong communication and organizational skills. Willingness to learn new tools and methodologies. Knowledge of project management methodology. Knowledge of project management tools (Microsoft Project, Jira, etc.) Exposure to software development, Agile or IT operations. Experience: IT Project Manager 1: 2-3 years of experience for IT Project Manager I, and 3-4 years of experience for IT Project Manager II Certifications: Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) Certificate from the Project Management Institute or equivalent is desirable. Location: 1111 Fannin St., Houston, TX 77002 Work Schedule: 8 hours/day Work Arrangement: Hybrid (combination of working onsite and working from home.
