Position: Program Monitor (Principal Consultant #1332) Location: Springfield Union: IFSOE Department: School Business Services Anticipated Starting Salary Range: $62,449 - $78,917 Full Salary Range: $62,449 - $106,278 Office Hours: Monday – Friday 8:00 a.m. – 5:00 p.m. Posted Date: July 29, 2025 Reporting to the Supervisor, provides specialized services in the primary areas of school finance and school construction programs. Provides assistance to school reorganization, limitation of administrative costs, school treasurer bonds, and charter school financial reviews.

Duties and Responsibilities: Responsible for the review, system management, and administration of the maintenance, energy efficiency, school construction grant programs, temporary relocation grants and loans, and emergency financial assistance grants and loans. Shares responsibilities for school finance projects including, but not limited to, processing, analyzing, and reconciling annual financial reports and budgets. Assists with various financial reporting including Illinois Local Education Agency Retrieval Network (ILEARN), National Center for Education Statistics (NCES) reporting, and other reporting as requested. Provides school finance technical assistance to school district officials, auditing firms and taxpayers as needed. Presents at district board meetings, seminars, and workshops. Coordinates assigned projects. Assists with the drafting and analysis of proposed legislation. Assists with the analysis of school code. Conducts research regarding past legislation and education processes. Asssists with reviewing charter school applications and renewals for charter school and resident school district financial stability. Assists with school reorganization issues, administrative costs, and school treasurer bonds. Conducts special projects including, but not limited to, legislative mandates and certain grant programs assigned to the department. Performs other duties as assigned. Required Qualifications:

Bachelor's degree plus two years of relevant professional experience, or, an Associate's degree plus four years of relevant professional experience. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION) Experience working with basic Excel functions. Working knowledge of grants management. Strong written and verbal communication skills. Preferred Qualifications:

Bachelor's degree in Accounting, Business, or related fields. Experience in fields relating to construction or grant management, or experience related to school district finance. Knowledge of the principles of accounting. Knowledge of Illinois School of Finance.
