ABOUT OUR DISTRICT: The Syracuse City School District is undergoing a new phase of innovation and transformation with the goal of ensuring that all students graduate high school with the skills needed to be ready for college and career. For Syracuse, all means all. The School Board and Syracuse community have charged the Superintendent with improving student achievement, and he is seeking a dedicated and diverse team of educators to partner with him in moving the district toward its goals. The Syracuse City School District represents 34 schools including 4 alternative education programs, serving 19,000+ students Pre-K-12 of whom 77% qualify for free or reduced-price lunch, 18% are served by the Office of Special Education and 78% are students of color. JOB DESCRIPTION: The Executive Director of Onboarding and Employee Integration is a strategic leader responsible for designing and executing a district-wide onboarding strategy that accelerates employee productivity, fosters cultural alignment, and drives long-term retention. This role ensures that every new hire’s onboarding support for the first 30-60-90-180 days are structured, engaging, and aligned with district priorities. The position is not transactional—it is transformational, guiding new employees into becoming high-performing, engaged contributors to the district’s mission. REPORTS TO:

Senior Director of Employee Relations ESSENTIAL JOB FUNCTIONS: Develop and Own the Onboarding Strategy : Createa scalable, consistent onboarding framework that drives both operational readiness and a strong cultural introduction. Cross- Functional Collaboration : Support Human Resources, Recruiting, Selection and Retention, Staff Effectiveness, Employee Services, Staff Relations, Employee Relations, Health Services and department leaders to ensure smooth transitions and tailored experiences for all new hires. Optimize Time to Productivity : Implement programs and tools that help the new hires ramp up faster, reducing the learning curve and increasing early contributions. Measure and Improve Outcomes : Track key metrics (new hire engagement, early turnover etc.) to assess program effectiveness and identify areas for improvement. Employee Experience Champion : Ensure that onboarding and integration efforts reinforce district values strengthen belonging and support career development from day one, including responsibility for developing and promoting human resources help center activities and resources for employees. Laws and Compliance:

Ensure onboarding procedures comply with district policies, labor laws, and contractual obligations, maintaining consistency and legal integrity. Create a Culture of Belonging:

Ensure onboarding practices reflect the district’s commitment to diversity, equity, and inclusion, fostering a welcoming environment for all employees. Develop Personalized Onboarding Journeys:

Support departments with onboarding experience based on role and department needs. Identifying Professional Learning Opportunities:

Align onboarding with early-stage professional development opportunities, helping new hires identify growth pathways and career goals. Use of Data:

Use analytics to inform onboarding improvements.

KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of onboarding strategies, employee engagement, and integration practices within public sector or educational environments. Good knowledge of principles and practices of organizational development, change management, and cultural alignment. Familiarity with applicable state and federal employment laws, labor relations, and civil service regulations. Working knowledge of district policies, collective bargaining agreements, and HRIS systems. General understanding of adult learning principles and professional development frameworks. Strong strategic planning and project management skills, with the ability to lead district-wide initiatives. Excellent interpersonal and communication skills, including the ability to present clear and compelling information to diverse audiences. Skilled in data analysis and interpretation to inform decision-making and continuous improvement. Proficient in developing and delivering onboarding content. Ability to build collaborative relationships across departments and levels of leadership. QUALIFICATIONS: Possess a Master’s Degree in Education, Human Resources, Organizational Development, Public Administration, or a related field. Minimum five (5) years of leadership experience in education, human resources, or organizational development. Preference will be given to candidates with district-level experience in human resources or employee services. New York State School District Administrator (SDA) or School District Leader (SDL) certification required. Demonstrated ability to supervise, direct, and evaluate staff effectively. Strong knowledge of applicable federal and state laws and regulations related to employment and onboarding.

This position is a supervisory Superintendent’s appointment. As such, it is not a probationary appointment and may be terminated at any time. The selected candidate will knowingly waive rights under New York Education Law or Civil Service Law to a permanent appointment or to Section 75 rights under Civil Service Law.
