In August 2022, the MBTA launched the Quality, Compliance, & Oversight (QCO) Department to implement and oversee its response to the Federal Transit Administration's (FTA) findings and directives contained in a Safety Management Inspection (SMI) report. The report covered system-wide reviews of rail transit operations, training, vehicle maintenance, signals and train controls, track access, capital project delivery, traction power, facilities, and safety management. In response to the FTA, QCO has developed a series of Corrective Action Plans (CAPs) that have been approved by the FTA for implementation. This role will support QCO to implement and oversee its response to FTA findings and the directives contained in a Safety Management Inspection (SMI) report. QCO is seeking three (3) co-ops who want to develop and strengthen their business and process improvement skills while working on QCO-related, cross-functional projects. Co-ops will receive guidance and mentorship from the MBTA's Quality, Compliance, and Oversight team, and they will be on the front line of a mission-critical engagement essential to the operation and reputation of the MBTA. This role requires strong communication skills, patience, and a solution-oriented attitude. Position Details

This is a six-month position, with a tentative start date of 01/05/2026, and open to graduate students only (must have already completed a Bachelor's degree). Based on background and experience, co-ops will be placed with one of QCO's three teams: Safety Management Inspection (SMI): ensures the CAPs are designed to resolve immediate safety concerns identified in the MBTA's rail transit system; the team supports long-term, positive, transformative, and sustainable change. This team is divided into four workstreams: Workforce Data, Systems, & Communication Quality Management Policies, Rules, & Procedures Document Management: engages with MBTA stakeholders to develop a comprehensive approach to regulatory-compliant document management, supporting a safe and reliable transit system. This includes developing systems and standards for document management to produce authentic, reliable, usable, findable, and sustainable information; supporting access controls, security, and digital preservation to prevent loss or gaps in information. Quality Management: builds enterprise-wide quality programs that ensure written standards and processes are established, measured, and tracked. These functions cover quality across the product lifecycle (capital design and construction, engineering, operations, and maintenance). Audits, inspections, and analysis completed in this role support a learning culture to improve MBTA's vehicle procurement systems and processes. Duties & Responsibilities

Assist senior management and others with duties related to the delivery, implementation, and oversight of MBTA's response to FTA findings and directives contained in the SMI report. Respond to inquiries from customers, vendors, or co-workers in a professional and courteous manner. Participate in team/staff meetings, organizational events, fieldwork, project teams, or other duties as needed. Perform all other duties and projects that may be assigned. Each of the three QCO teams has additional responsibilities:

Safety Management Inspection (SMI): under the direction of a Senior Director, interact with line staff, consultants, and management to ensure timely and correct implementation of CAPs; participate in regular meetings with QCO, Advisory Groups, and consultants who track progress and prepare for presentations to the FTA; assist QCO in determining compliance with CAPs. Document Management: under the direction of the Director, interact with DM staff, consultants, and management; participate in regular meetings; help organize and enhance access to key documents and metadata. Quality Management: under the direction of the Director, interact with QM staff, consultants, and management; participate in regular meetings; assist in establishing processes to measure and track MBTA's fleet and infrastructure functions; assist with audits, inspections, and analysis.

Minimum Requirements & Qualifications

Project management skills. Proficiency in Microsoft Office, specifically Office 365. Advanced analytical, conceptual, and problem-solving abilities. Advanced presentation and interpersonal skills, including presenting ideas in user-friendly language. Ability to communicate clearly and concisely. Ability to establish and maintain effective working relationships with peers. Ability to conform to shifting priorities, demands, and timelines. Ability to manage multiple tasks with minimal supervision. Ability to independently commute to assigned work locations in the Boston, MA metro area, as required by the role. Authorized to work in the United States (international students in CPT, STEM, or OPT programs through a university are eligible to apply). Intern/co-op staff must be enrolled in an accredited program with a cumulative GPA of at least 2.5; valid work authorization and U.S. Social Security Number required prior to starting and throughout the program.
