Overview

The Property Management Compliance Manager ensures regulatory compliance across Permanent Supportive Housing (PSH) properties. This role focuses on resident eligibility, income certification, and adherence to HUD, LIHTC, and other programmatic standards. The Compliance Manager partners with property supervisors, site staff, and leadership to uphold the highest standards of accuracy, timeliness, and accountability in all compliance functions. As this is a newly established department, this job description may change as the position evolves. This role requires a proactive person who thrives in dynamic environments, is comfortable with ambiguity, and can design and implement compliance systems. Responsibilities

Resident Eligibility and Income Certification: Oversee initial, interim and annual income certifications using third-party verification as necessary. (Note: self certification may be acceptable in a few circumstances) Ensure only income-eligible households occupy restricted units and exclude over-income households per regulatory agreements. Recertification and File Management: Maintain a system to track and complete annual recertifications on time. Ensure all applications and eligibility documentation are complete, accurate, and retained per regulatory guidelines. Audit and Reporting: Conduct internal audits of tenant files and prepare compliance reports for regulatory agencies. Identify compliance risks, report findings to property supervisors, and develop corrective action plans. Training and Oversight: Train property managers and site staff on compliance requirements, occupancy standards, certifications, and reporting procedures. Conduct one-on-one and group training sessions to ensure staff understand and follow compliance protocols. Provide ongoing support to on-site teams and regional managers to maintain consistent compliance. Policy Enforcement and Data Security: Enforce occupancy guidelines and compliance policies across all assigned properties. Ensure secure management of sensitive resident and property data. Demonstrate the highest standards of ethics, judgment, and discretion. System Implementing and Monitoring: Implement and monitor systems to ensure compliance with all HUD, LIHTC, and regulatory agreements. Develop and refine compliance tools, checklists, and processes for consistency across properties. Qualifications and Requirements

Certifications

– At least one of the following is required; multiple certifications preferred:

COS (Certified Occupancy Specialist) – Required for HUD compliance CPO (Certified Professional of Occupancy) – Required for HUD occupancy standards TCS (Tax Credit Specialist) – Required for LIHTC program compliance BOS (Blended Occupancy Specialist) – Preferred

Training :

Annual training in: Federal Fair Housing Act; Section 504 of the Rehabilitation Act; Americans with Disabilities Act; LIHTC and HUD compliance, including passing scores on certification exams.

Experience :

3–5+ years of experience in affordable housing compliance. Property management or real estate background is a plus. Familiarity with accounting, audits, and regulatory reporting is beneficial.

Knowledge, Skills and Competencies :

Strong knowledge of HUD, LIHTC, and affordable housing programs. Excellent organizational skills with attention to detail and deadlines. Effective trainer and mentor for property staff. Strong analytical and audit skills. Ability to exercise discretion and sound judgment with sensitive information.

Other Requirements :

Must secure fingerprint image screening and annual TB screening. Ability to remain in a stationary position (seated or standing) for extended periods of time while working on a computer. Ability to move about properties during site visits, including climbing stairs and walking on uneven surfaces. Ability to lift, carry, or move up to 20 pounds (files, binders, or office equipment) occasionally.
