Overview
The Environmental Services Department (ESD) is seeking two full-time Associate Engineer positions in the Capital Improvement Program (CIP) Division and one in the Water Resources Division. The current salary range for this classification is $135,975.84 - $172,099.20, including an approximate five percent ongoing non-pensionable pay. The actual salary will be determined by the final candidates’ qualifications and experience.
Responsibilities Associate Engineer – Capital Improvement Program (CIP)
Manages capital improvement projects from concept development to completion, overseeing, controlling, and guiding projects.
Prepares engineering plans, project schedules, engineer’s cost estimates, budgets, and specifications.
Negotiates, drafts, and manages consultant agreements and/or construction contracts.
Supervises staff, including work prioritization, performance evaluations, training, and involvement in hiring and disciplinary processes.
Oversees the preparation and/or review of designs and contract documents for construction projects or related engineering projects.
Evaluates and coordinates responses for bid documents and construction documents.
Interprets plans and specifications, resolves field problems, conducts inspections, and facilitates project acceptance procedures.
Collaborates with construction inspectors and attends field meetings to address field issues during construction.
Associate Engineer – Water Resources Division
Supervises staff including prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; and advising on hiring, termination, and disciplinary actions.
Oversees the preparation and/or review of designs, improvement plans, estimates, specifications, and contract documents for construction projects or other engineering-related projects.
Directs the collection and analysis of field data and prepares recommendations.
Reviews plans and specifications for conformance to standards and directs inspection of major engineering projects.
Coordinates project management (oversees, controls, and guides the engineering project).
Assembles plans and specifications, prepares bidding documents, solicits bids, awards contracts, administers the contract, interprets documents, resolves field problems, and follows through with final inspection and project acceptance.
Participates in the formulation and preparation of master plans.
Prepares and coordinates consultant and testing agreements.
Represents the City with contractors, consulting firms, and public agencies, and at public meetings regarding City policy on engineering projects.
Interprets plans and specifications, resolves field problems, and ensures project acceptance.
Minimum Qualifications Education:
A Bachelor's degree from an accredited college or university in the required professional engineering discipline or possession of an Engineer-in-Training (EIT) certificate.
Experience:
Three (3) years of increasingly responsible professional engineering experience.
Acceptable Substitution:
A Master’s degree from an accredited college or university in the required professional engineering discipline may be substituted for one (1) year of professional engineering experience.
Required Licensing:
Possession of a valid State of California driver’s license may be required.
Desirable Licensing or Certification:
Possession of a Certificate of Registration as a Civil Engineer (PE) issued by the California Board for Professional Engineers, Land Surveyors, and Geologists.

Job Expertise: Knowledge of applicable professional/technical principles and practices, Citywide and departmental procedures/policies, and federal and state rules and regulations; experience with Capital Improvement Program, project management, design review, contract documents, bidding, and construction of capital projects; knowledge of water/wastewater design and hydraulics; ability to work with multiple stakeholders (operations and maintenance staff, consultants, and city officials).
Communication Skills: Clear oral and written communication; effective listening.
Initiative: Proactive problem-solving and willingness to assume additional responsibilities.
Problem Solving: Ability to define issues, gather information, and formulate solutions.
Project Management: Ability to support projects and align with agency goals and strategic objectives.
Supervision: Capable of setting goals, prioritizing, coaching, and performance management.
Teamwork and Interpersonal Skills: Build collaborative relationships and resolve conflicts.
