Overview

The City of San José Environmental Services Department seeks one (1) full-time Wastewater Mechanical Supervisor I/II at the San Jose-Santa Clara Regional Wastewater Facility (RWF). The Wastewater Facility Maintenance Division is responsible for the maintenance of the facility mechanical infrastructure, facilities maintenance, warehouse services, landscaping, painting, and land management. The division is organized into Mechanical Process Maintenance, Special Projects Training Scheduling, and Facilities Maintenance. Staff is located throughout the facility and provides preventive and corrective maintenance, painting of equipment and infrastructures, stocking and warehousing of parts, landscape management, lands management, as well as emergency repair. The division supports implementation of capital improvement projects (CIP), process optimization, and operations, and also administers public works contracts for repair, equipment replacement, and new construction. Under general supervision, the Wastewater Mechanical Supervisor performs work of considerable difficulty involving supervision of the maintenance, repair, and overhaul of varied equipment and structures at the wastewater facility. The role provides safety and maintainability reviews of facilities design, construction methods and research projects, proposes alternatives, forecasts long-term maintenance needs, and documents the condition and maintainability of existing wastewater facilities and equipment. This is a permanent position reporting to the Facilities and Maintenance Wastewater Maintenance Superintendent. The incumbent should be able to review plans, specifications, and supporting documentation for maintainability of a wastewater facility or process, assist in designing temporary equipment installations and appurtenances, understand valves, pipes, pumps, and treatment equipment, and assist in estimating maintenance costs for design alternatives. The position also assists with determining training requirements and content and format of maintenance manuals provided by contractors for construction projects. The role may identify the need for standardization of equipment and assist with research or testing to validate equipment performance. Because full face respirators are used, the incumbent must pass annual and spirometry tests. Typical duties include, but are not limited to the following: Review capital project designs and specifications for maintainability and compatibility with Plant standards. Supervise operation of equipment and the work of maintenance crews engaged in maintenance, repair, and overhaul of plant machinery, structures, and equipment. Evaluate direct reports for performance against goals and policies and provide feedback on performance. Train, coach, and mentor mechanical division staff. Inspect equipment, structures, and machinery for preventive maintenance and downtime reduction. Supervise welding, cutting, and metal work using gas or electric arc welding equipment. Oversee installation and fabrication of components related to pilots and bench-scale studies. Provide input to process and design engineering staff on implementation challenges and solutions. Provide in-field troubleshooting for pilot designs and adaptation of implementation plans. Assist engineering staff on field visits, vendor meetings, and communication of technical specifications to implementation details. Coordinate procurement of special repair parts and materials for pilot and bench-scale testing. Assist construction inspection staff with field verification of mechanical installations. Coordinate maintenance review of project drawings and specifications with the project team. Assist CIP engineering staff with resolution of warranty/workmanship issues for mechanical equipment installed as part of CIP projects. Prepare rough sketches and read drawings; list materials needed for repair. Manage personnel and use the work order system to schedule maintenance, work plans, resources in CMMS, and procurement of materials. Ensure staff adheres to state, federal, and local standards and regulations related to the Plant, staying up to date with compliance standards and permits. Minimum Qualifications

Wastewater Mechanical Supervisor I

Education: Successful completion of high school, GED, or California Proficiency Certificate. Experience: Four (4) years as a journey-level mechanic in a wastewater facility or equivalent industrial facility, including one (1) year lead experience at a level equivalent to Senior Wastewater Mechanic at the San José/Santa Clara Regional Wastewater Facility. Licensing: Valid State of California Class C driver's license. In some designated positions, a valid Class A or B driver's license with endorsements may be required. Wastewater Mechanical Supervisor II

Education: Successful completion of high school, GED, or California Proficiency Certificate. Experience: Four (4) years as a journey-level mechanic in a wastewater facility or equivalent industrial facility, including one (1) year lead experience at a level equivalent to Senior Wastewater Mechanic at the San José/Santa Clara Regional Wastewater Facility. Licensing: Certification as Plant Mechanical Technologist Grade IV from the California Water Environment Association (CWEA). Valid California Class C driver’s license; Class A or B with endorsements may be required in some positions. Substitution: An additional four (4) years of journey-level experience as a Wastewater Mechanic I/II or higher, or an additional two (2) years journey-level experience plus two (2) years possession of Plant Mechanical Technologist Grade III may substitute for CWEA Grade IV certification. The total annual salary range for Wastewater Mechanical Supervisor I is $112,563.36 – $137,220.72. The total annual salary range for Wastewater Mechanical Supervisor II is $122,369.52 – $149,363.76. These ranges include an approximate five percent ongoing non-pensionable compensation. Actual salary will be determined by final candidates’ qualifications and experience.
