Overview
San Francisco International Airport (SFO) is hiring a Risk and Compliance Manager to oversee the Airport's risk management and compliance programs, manage a staff of Airport employees, contractors and consultants, and lead enterprise risk management under ISO 31000. The role collaborates with the City and County of San Francisco Risk Manager's Office to analyze coverage options, limitations and terms for diverse risks and to ensure proper insurance coverage for Airport tenants, permit holders, contractors and other parties.
Essential Functions / Responsibilities The essential functions of this position include:
Insurance Programs Management:
Work with the City and County of San Francisco Risk Manager's Office on complex and sensitive insurance policy procurements; monitor and evaluate the availability of insurance coverage for many types of risk; evaluate and recommend appropriate types of insurance coverage, coverage requirements, limitations, deductibles and other terms and conditions; ensure that Airport tenants, permit holders, contractors, and other parties maintain appropriate levels of insurance coverage; plan, direct and coordinate all insurance-related affairs for the Airport.
Risk Evaluation:
Evaluate and mitigate enterprise-wide risk by designing systems to identify and address risks posed in or to the department, its employees, and its clients; make recommendations for organizational, operational, policy, and procedural improvements. The risk review encompasses a $1.8 billion annual budget operation with over 1,900 Airport Commission employees; interface with Safety Management and terminal/landside risk programs.
Compliance:
Monitor work order agreements between the Airport and City/County departments; build a procedural desk manual for compliance programs used before invoicing Airport Accounting; review quarterly billings and ensure costs are properly documented and eligible for Airport funds; coordinate grant compliance and contract material purchases to meet grant requirements; develop reporting with the Budget team on a quarterly basis.
Digital Transformation:
Develop risk management strategies for digital assets and digital customer experience initiatives; create a Digital Risk Profile for executive management to understand vulnerabilities and opportunities.
Guest Safety Risk and Safety Program:
Develop and evaluate a guest safety program to minimize injuries on mechanical walks and escalators; coordinate between divisions to understand injury causes; establish a moving conveyances committee to implement safety and capital improvements; report incidents and mitigation measures to executive management and collaborate with Airport Legal on insurance claims.
Physical Property Risk Evaluation:
Conduct rolling risk evaluations of airport buildings; work with engineering, maintenance and operations to mitigate risk; support funding requests to rehabilitate facilities and protect assets; document a desk manual for physical property risk evaluation.
Risk and Safety Management:
Monitor operational safety for Airport tenants and service providers; advise senior management on risk and risk mitigation; develop long/short-term risk management assessments including cybersecurity considerations; participate in emergency preparedness planning and simulations.
Leadership:
Monitor and evaluate safety programs for capital projects; collaborate with divisions and contractors to improve safety plans.
People Management:
Manage and review the work of staff, plan and supervise risk management operations, develop talent, coach and motivate staff, ensure alignment with Airport financial operations and goals.
Collaboration:
Participate in Airport-wide Business Continuity planning; coordinate with the City Risk Manager on indemnity provisions; foster collaboration across Airport stakeholders.
Communication:
Communicate effectively with internal and external stakeholders; lead project teams and carry out complex work with minimal direction; build consensus and propose innovative risk management solutions.
Staff development and training:
Develop and coach the Risk Management staff; create career development plans; provide cross-training; ensure budgets are monitored and staff performance is measurable and aligned with goals.
Qualifications Education:
Possession of a Bachelor's degree from an accredited college or university in Business Administration, Economics, Finance, Public Policy or a closely related field;
AND
Six (6) years of professional experience in the insurance/risk management industry, including three (3) years supervising professionals.
Substitution:
Education Substitution:
Additional qualifying experience as described above may be substituted for the education requirement on a year-for-year basis for up to two (2) years.
Experience Substitution:
Possession of a Master’s degree may substitute one (1) year of the required experience, but may not substitute for the required supervisory experience.
Desirable Qualifications:
Insurance Industry Certification.
Insurance/risk and compliance management experience in a municipal setting or private sectors.

Nature of Work:
Requires extensive computer work, keyboarding, and prolonged sitting to perform analysis and planning; ability to work effectively with managers, co-workers, contractors and other personnel; ability to identify issues and solve problems.

Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, FBI fingerprints, and Security Threat Assessment to determine eligibility for security clearance; failure to obtain or maintain clearance may be grounds for termination.
Additional Information Eligible List/Score Report:
A confidential eligible list of applicants will be created and used for certification. An examination score report will be available to view. The eligible list is valid for six months and may be extended with approval.
