The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.

This position is located in the Vehicle Management Division (VMD), Office of Logistical Services (OLS), Office of the Chief Administrative Officer (OCAO), United States Capitol Police (USCP}. Responsible for administering the VMD Fleet Operations Program and providing direct oversight for subordinate civilians and contract employees performing inventory management, fleet operations, and administrative program functions. Performs a full range of administrative management support functions and services for VMD, that include monitoring and analyzing the division's workflow issues; budget development, preparation and execution; human resource management services; physical space, procurement, fleet operations management functions; and
management/program analysis studies. Serves as a technical and administrative management advisor to the VMD Manager, OLS Director, and other management officials regarding fleet equipment needs, capabilities, procurement, and strategic program direction.
Utilize knowledge of USCP's goals, mission, objectives, functions, and priorities to help facilitate VMD's operation, solve practical administrative problems within the organization, and obtain resources and services necessary to accomplish the VMD's daily operations effectively. Plans, directs, and accomplishes the day-to-day administrative management support assignments required for VMD operations, including identifying processes and procedural issues affecting the administrative functions within the Division, and resolving conflicts as they arise. Monitors, analyzes, and resolves workflow issues within the Division's. Perform budget development, preparation, and execution; human resource management services; physical space, procurement, fleet operations management functions; and management/program analysis studies. Oversee the administrative processes related to office space, supplies, equipment, and inventory management. Administers a complete program of budget formulation, justification, presentation, and execution in an environment where program content, volume, character, and emphasis vary significantly from year to year.
Prepares a wide array of program materials, including white papers, in-depth topical analyses, graphs, charts, etc., to inform decision-makers and communicate program status, policy compliance, and initiate implementation progress. Ensures accurate, comprehensive, and timely submission of reports, Serves as an administrative technical advisor and program manager for the USCP's Fleet Operations Program, which includes a multitude of law enforcement vehicles and related specialty equipment. Manage, oversee, and monitor the fleet operations contracts, inventory, vehicle accidents, rental vehicles, covert state tags and registrations, traffic tickets and citations, EZ Pass Tolling, lifecycle replacements, fleet maintenance and repairs, track fleet movements, transfers of vehicles across CONUS, new additional vehicles, procurement and purchasing of specialty equipment, parts, vehicles, and support and input regarding specialization builds.

Qualifications
In order to qualify, you must meet the education and/or experience requirements described below.
For the CP-11/GS-13 you must have one year (52 weeks) of specialized
experience equivalent to at least the CP-10/GS-12 level which includes 1) conducting procurement studies and analysis to determine the most effective utilization and purchase options; 2) provides recommendations to senior and executive officials on fleet equipment and supply requirement; and 3) serves as the primary coordinator on the use of specialized fleet equipment and vehicles.

Criminal History Check Must successfully pass a comprehensive criminal history check of the past 10 years if offered employment. A criminal history check will be performed on applicants who accept an offer of employment.
Credit Check Must successfully pass a credit check. Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts, liens, repossessions, or garnishments may be a basis for disqualification.
Selective Service Registration Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. Female applicants are exempt from Selective Service System registration.
Fingerprint Check Applicants' fingerprints will be submitted to the Federal Bureau of Investigation (FBI) for a check of their criminal history record.
Background Investigation Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
