An eligibility list will be established and used for current and future vacancies.) **A Performance Exam will be given for this recruitment**Job Summary:Under general supervision, operates a variety of heavy equipment in connection with park, water, and street projects; performs related duties as required. Examples of Duties Essential Functions: Operates various motorized heavy/light equipment as a regular assignment, such as tractors, rollers, loaders, backhoes, and similar equipment; drives various trucks including three-axle trucks; moves material using vehicular equipment. Operates dump trucks to haul construction materials, supplies, and equipment; may pull a trailer, including three-axle trailers and trailers weighing 10,000 lbs. or more, to transport construction equipment. Digs ditches and trenches utilizing tractors and backhoes. Checks and makes minor adjustments or repairs and performs routine maintenance on equipment used. Does general maintenance work including sign replacement, road paving and patching, brush and tree trimming. Typical Qualifications Required Knowledge, Skills and Abilities: Considerable knowledge of maintenance and construction equipment operation and care; working knowledge of the laws and regulations governing operation of equipment on city streets; journey level skill in operation of equipment; ability to operate light and/or heavy equipment; detect necessary repair and make minor adjustments on and provide routine preventive maintenance to equipment; understand and follow verbal and written directions. Experience: Two years of experience in light and heavy equipment operation including tractors, loaders, dump trucks and backhoes.Physical Requirements:Incumbents must be able to perform heavy manual work associated with maintenance and construction tasks which includes lifting objects weighing more than 50 pounds; work in hot and cold temperatures and inclement weather; bending, stooping and climbing required.Other / Special Requirements:License: A valid Class A and C California Driver's License with a satisfactory driving record is required. Additionally, majority of all City Departments, except Police and Fire, will be closed each year from December 24th to January 1st.VACATION- All full-time employees accrue 80 vacation hours per year, and at five years, they receive 120 hours.SICK LEAVE- Eight hours per month accrued by full-time employees for sick leave. Thereis unlimited accumulation, and the City has an annual payoff plan for unused sick leave, plus a payoff plan upon termination.HEALTH INSURANCE - The City will provide up to the corresponding Los Angeles Region Kaiser rate per month (Employee only, Employee plus one, or Employee plus 2 or more (family)) towards health coverage through the Public Employees' Retirement Systems (PERS). Employees covered by a comparable health insurance plan outside of the City's plan will receive $300 per month.DENTAL PROGRAM- A dental program is offered to all employees at group rates. The City contributes up to $62.23 per month towards premiums.VISION PLAN - City-paid vision plan for employees only. An employee may enroll eligible dependents at his/hers cost.LIFE INSURANCE - The City will provide a term life insurance amount equal to the employee's annual salary or $50,000, whichever is greater for active employees.LONG-TERM DISABILITY PLAN- The City covers the entire cost for this premium. There is a 6-month waiting period before an employee is eligible, and the plan covers up to a maximum of 60% of the employee's gross salary up to the age of 65.STATE DISABILITY INSURANCE - All general employees are covered by this insurance and employee pays premium.RETIREMENT - The City 100% of the employer cost. Employees pay the full employee cost (8%) of the retirement contribution to the Public Employees' Retirement System. The PERS retirement is "2% at 60 formula formulas are as follows:2%@62 - "New Member" as defined by the Public Employees' Pension Reform Act of 2013, hired on or after 01/01/13;2%@60 - "Classic Member" hired between 01/01/11 and 01/01/13 or having reciprocity with another PERS agency;2.5%@55 - West Covina Employees hired prior to 01/01/11.Reference Maintenance and Crafts MOU for retirement benefit formula option. " Options include single highest year, military buyback service credit and service credit for unused sick leave. The City does not participate in Social Security.RETIREMENT HEALTH SAVINGS PLAN - City and employee contributions.SAFETY BOOT ALLOWANCE - Employees required to wear safety shoes/boots shall receive a boot allowance of $150, and $300 per for calendar year 2015. Checks are issued in January of each calendar year.TUITION REIMBURSEMENT - The City provides a tuition reimbursement program for all regular full-time employees for continuing job-related education.BEREAVEMENT LEAVE - Up to 40 hours per occurrence per the Memorandum of Understanding (MOU).BILINGUAL ALLOWANCE - Eligible employees receive $100 per month.SECTION 125 - The City has established a program consistent with Section 125 of the IRS Code, which enables employees to voluntarily use pre-tax earnings for medical, dental, and dependent care expenses.EMPLOYEE ASSISTANCE PROGRAM - As an employee, you and your eligible dependents are entitled to receive Employee Assistance Program (EAP) services.THE CITY - West Covina is a city of approximately 110,500 residents, located 20 miles east of Los Angeles, with easy accessibility via freeway to beach and mountain resorts and many other major retail, recreational, educational, and cultural facilities.
