Job Description: Provide support for the development and execution of repair and minor construction task orders within the Defense Health Agency (DHA) environment. The MRDC has a Medical Military Construction (MILCON) project, Bldg. 8100 Construction, that was recently turned over to the government and requires follow-on projects to complete. The construction management specialist will attend meetings, review submittals, and perform onsite visits. The individual is responsible for developing repair and minor construction documents/Scopes of Work and overseeing project management of renovation and new construction projects to ensure the owners' requirements for quality and timeliness are achieved. Requirements: Qualification: Education/Experience: Bachelors degree in project management, architecture, or similar discipline. At least three years medical research project management and construction management experience. Required Skills: Excellent analytical, organizational, and interpersonal communication skills. Ability to read and analyze building and equipment drawings and blueprints, interpret specifications such as medical design criteria, the Uniform Facility Criteria (UFCs), Federal Building Code requirements, technical procedures, and governmental regulations. Thorough knowledge of concepts used by various disciplines related to project management, including development, facility planning, architectural concepts, and design. Comprehensive knowledge of and skill in using computer technology, including spreadsheets, databases, and word processing systems. Compliance with the Federal Building Personnel Training Act of 2010. Job Functions: Serve as the owners representative project manager for construction. Ensure that the work meets all requirements of the plans and specifications of the contract documents. Maintain records of all necessary construction documentation. Attend weekly progress meetings. Review and recommend approval of submittals, shop drawings, and samples as the owner. Perform continual on-site surveillance of construction activities, inspect contractors quality control activities, and monitor testing required by contract documents. Maintain progress photos of the project. Review and evaluate HVAC plans, specifications, installation, testing, and balance, including field verifications. Review and evaluate all change orders, requests, and cost proposals, and recommend actions to the Facilities Director. Aid in preparing punch list corrections prior to building acceptance. Review final 'as-built' drawings as the owners representative. Receive all warranties and provide all mechanical and electrical systems information, including operation and maintenance manuals, to MRDC personnel. Provide recommendations for design modifications. Prepare reports and perform special projects. Support areas of mechanical, structural, electrical engineering, architecture, and commissioning for DHA projects. Assist with LEED project coordination and provide guidance on LEED processes. Support fire alarms, mass notification systems, fire suppression, and life safety analysis as components of fire protection engineering. Provide initial outfitting and transition technical support for the DHA SRM program.
