Development Review Coordinator
Performs responsible administrative and technical work coordinating the development review and subdivision review process in the Department of Development Services; An employee in this class performs skilled technical and administrative work facilitating the development review and subdivision review processes. The Development Review Coordinator works closely with personnel from other divisions, departments and agencies to efficiently review plats, residential subdivision, industrial, and commercial development site plans submitted for review and approval. Works with inspection staff for coordination of appropriate site inspections and enforcements, as necessary. Acts as liaison between the County and developers who have submitted plans for review guiding them in appropriate steps to approval and permitting. Must be efficient in performing deed and property research. Work is performed under the general supervision of the Director of Development Services. Exercises supervision over clerical personnel as assigned. Performs related duties as required. Salary will depend on qualifications.
Essential Job Functions:
Processes plats, subdivision, erosion & sediment control, and site plans through the County system; distributes plans to appropriate divisions, departments, and agencies for review. Coordinates the activities of the interdepartmental and inter-agency review process including in person and virtual meetings. Receives review comments and composes appropriate correspondence with developers. Reviews subdivision development and site plans for general compliance with zoning and subdivision ordinances. Answers general inquiries and assists the public, contractors, and developers in matters of development, zoning, subdivision, and permitting procedures. Prepares reports from the County system as needed; provides development information for annual and departmental reports. Calculates fees for plats, erosion & sediment control, subdivision, site, stormwater plan permits, and other development related operations. Serves as BOS appointed Subdivision Agent; reviews submitted subdivision plats for general zoning and subdivision ordinance requirements and state laws, and signs them for approval for recordation; answers inquiries and provides information concerning proper subdivision regulations, trains other staff to perform plat review as necessary. Serves as Bonding Agent; revises document, prepares, reviews, and approves project surety documents and appropriate agreements guaranteeing project completion; assists developers with proper completion of documents; accepts, approves and prepares periodic reductions and releases of sureties. Serves as DEQ Dual Program Administrator for Erosion and Sediment Control and Stormwater Management, provides appropriate information about state and federal regulations and laws concerning both. Performs special projects under the general direction of the Director of Development Services.
Requirements/Preferences:
Education: Required: A four-year degree from an accredited college, with major coursework in engineering, urban planning, architecture, landscape architecture, or a related field; Certified by DEQ as Administrator for Erosion and Sediment Control; and Certified by DEQ as Administrator for Stormwater Management. Experience: Required: At least four years related experience and/or training in construction and plan reviews or equivalent combination of education and experience. Thorough knowledge of development review procedures; ability to coordinate and supervise the activities of assigned staff; ability to exercise good judgement in the application and development of detailed work procedures; thorough knowledge of practices involved in the preparation of engineering plans, maps, plats, and records; ability to read and interpret utility and development plans; ability to prepare and maintain detailed reports, including complicated development and related reports; ability to properly facilitate meetings, ability to work extremely well with County officials, outside agency personnel, contractors, developers, design engineers, and the public. Preferred: Experience with Cityworks Suite and AutoCAD software Certifications/Licenses: Required: Valid Virginia driver's license with good driving record. Knowledge, Skills and Abilities: Good working knowledge of permitting software and Microsoft Office Suite. Ability to establish and maintain effective working relationships with colleagues and staff. Ability to take ownership of tasks and accomplish assigned activities with limited oversight. Ability to communicate effectively verbally and in writing. Ability to read site plan drawings. Some knowledge of stormwater management principles. Ability to analyze data and develop GIS reports and processes.
