Project Manager/Quality Assurance Coordinator - Hanford Natural Resource Trustee Council (HNRTC)

ProSidian Consulting is looking for a Project Manager/Quality Assurance Coordinator for the Hanford Natural Resource Trustee Council (HNRTC) in the Hanford Eastern Washington (Tri-Cities - Kennewick | Pasco | Richland) Area. This is a contract position to support an engagement for the US Department of Energy (DOE).

ProSidian Team Members work to provide General Support Services Contractor (GSSC) assistance to support DOE Hanford in support of the Govt's operations, personnel management, and general administration of regional operations at the Hanford Site in Richland, Washington. ProSidian's work includes supporting requirements for consulting, acquisition support, program/project management, operational/administrative business support, and environmental consulting support. It is also ProSidian's duty to adhere to regulations covering the responsibility to protect classified matter (including documents, material and special nuclear material) in connection with the performance of work under this contract.

HNRTC Support Candidates shall work to support requirements as a Hanford Natural Resource Trustee Council (HNRTC) Project Manager/Quality Assurance Coordinator and provide Project Manager/Quality Assurance Coordinator Services to DOE-HNRTC. Must also be familiar/experienced with the Natural Resource Damage Assessment (NRDA) and Restoration Program.

The HNRTC Project Manager/Quality Assurance Coordinator shall support DOE-RL's work on the Natural Resource Damage Assessment (NRDA) process and interface with the HNRTC. The HNRTC holds monthly meetings, routine teleconference calls, special workshops and an annual strategic planning meeting in late summer or early fall as well as:

  • Become and stay informed on HNRTC meeting topics and current issues.
  • Maintain working relationships with HNRTC members.
  • Assist RL in responding to Trustee information requests.
  • Interface with technical staff across RL and other DOE offices, with DOE contractors, and with other support organizations to obtain, consolidate, and summarize information for Trustee and HNRTC use.
  • Attend HNRTC meetings and support the DOE technical point-of-contact by capturing commitments and action items.
  • Preparing meeting summaries.
  • Assist in the development of project management tools and techniques for baselining and managing the Hanford injury assessment process. (e.g. work breakdown structures, schedules and cost estimates).
  • Assist in budget development and tracking.
  • Facilitate data management process and the data management system for the HNRTC.
  • Assist and facilitate implementation of the Data Management Plan for the Hanford Natural Resource Injury Assessment Process.
  • Act as liaison between the Data Management Team, the HNRTC, TWGs, and principle investigators.
  • Assist in development of Data Acquisition Plans (DAP) for historical data acquisition & work planning and Quality Assurance Project Plans (QAPP) for new data acquisition.
  • Present documents to the HNRTC for approval and relay status back to the TWGs.
  • Track data management activities for the HNRTC.
  • Assist in tracking and documenting the progress of studies.
  • Assists in the documentation of study conclusions and closeout summaries.
  • Facilitate, develop, edit, and finalize technical reports for DOE review and approval.
  • Write memorandums and white papers for the HNRTC.
  • Review work plans/QAPPs, and proposals for work plans.
  • Assist in the development of standard operating procedures (SOPs) prior to collection and/or analysis of environmental data.
  • Assist in development and quality assurance of DAPs, QAPPs, and work plans.
  • Coordinate with the HNRTC's affiliate Data Management Team from Hanford Mission Essential Services (HMSE) contractor(s) to ensure integrity and completeness of data.
  • Facilitate the verification and validation of the historical and newly acquired data for the Hanford Natural Resource Damage Assessment.
  • Identify and delegate responsibility for responding to specific QA needs and provide guidance regarding compliance.
  • Annually participate in the review and potential revision of the Data Management Plan, and obtain document approvals.
  • Assist and perform data searches and data uploads to the data management system.

The Hanford Natural Resource Trustee Council (HNRTC) Project Manager/Quality Assurance Coordinator shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position. Work products shall be thorough, accurate, appropriately documented, and comply with established criteria.

QUALIFICATION REQUIREMENTS: HNRATC Project Manager/Quality Assurance Coordinator personnel shall possess the following minimum qualifications:

  • 8 years of relevant experience.
  • Bachelor's degree in a relevant field of study.
  • Knowledge of Hanford Site activities preferred.
  • Knowledge of the Comprehensive Environmental Response (CERCLA).
  • Knowledge of the National Contingency Plan regulations (40 CFR 300).
  • Knowledge of U.S. Department of Interior NRDA regulations (43 CFR Part 11).
  • Experience in project management.
  • Experience in data management, quality assurance, and quality control processes.
  • Excellent communication skills.
  • Experience in systems management.
  • U.S. Citizenship

Travel as coordinated with the Technical Point of Contact and Contracting Officer is allowed, in accordance with Federal Travel Regulations, on an as needed basis. It should be emphasized that participation in regular meetings should typically be by phone to save on time and the direct costs of travel unless directed by the DOE. Monthly travel may be necessary to participate in HNRTC, Technical Work Group and other project meetings.

Work will be conducted at DOE offices or other locations in Richland, WA, at trust organization locations (e.g., Olympia, Portland, Spokane, Lewiston), at the contractor's office, or other location to be specified by DOE or the Council.

OTHER REQUIREMENTS:

  • Business Tools understanding and proficiency with business tools and technology, including Microsoft Office.
