The Administrative Officer I position reports to the Director of Governance and works directly with the Chairman of the Board of Transportation (BOT) and all 20 of its board members. This position assists the Director in all aspects of board meeting coordination and logistics. The position is the secretary to the Board of Transportation. BOT is only one of NCDOT's four boards. As it relates to the other three NCDOT boards, the position may be asked to assume the role of the board secretary for the remaining three boards at any time. The position is responsible for ensuring the board meetings and committee meetings are properly public noticed as required by law with the Secretary of State's site. The position is responsible for preparing and distributing the board's action letter and keeping all board records up-to-date, accurate, and in compliance with ethical and legal obligations indicative of a public body. This includes recording an accurate account of the meeting through the creation of monthly meeting minutes. Effective communication and confidentiality are a requirement of the position. The position assists with orientation for incoming BOT members which involves HR processes and complex facilitation across multiple internal and external units across state government. The position coordinates board meeting agendapreparation, assembles project lists and handouts, ensures an accurate agenda and presentation materials are posted to the board website in a timely manner. The position coordinates and schedules board meetings including out-of-town meetings that require hotel and conference room reservations; attends board meetings, prepares and distributes minutes from the meetings; responds to inquiries from staff, public officials, media and the general public regarding board members, board meetings, and board actions; assists board members with various requests; keeps updated records of meeting dates, meeting locations, history of board members and important actions taken by the board for quick reference; provides any type of information requested by the Board of Transportation, the Governor's office and/or the General Assembly; ensures all requests for information are handled expeditiously; researches, compiles, evaluates, and composes reports, memorandums, letters and monthly meeting agendas for the Board of Transportation which includes working with all members of the board, including the board chair, board vice chair and committee chairs to plan and review content for the meetings and to make sure all public information is properly distributed in an efficient and timely manner. This position collects all monies associated with board events and processes staff and board member reimbursements in SAP. The position serves as administrative support to the Governance Office staff for duties such as handling phone calls, responding to emails, preparing correspondence; paying invoices; serving as Notary Public for the various Boards and the Department.This position holds the signing authority on behalf of the Board and is responsible for notarizing and signing all deed materials related to transportation projects approved by the BOT. This position also maintains all ethics compliance records for approximately 120 staff members and members of the Departments four boards. Additional Expectations: The position must have thorough knowledge of the Department of Transportation and its long-range goals, objectives, philosophies, and functions. Thorough knowledge of policies and procedures of the organization and the ability to interpret these policies and procedures to manage public contact situations for the Board of Transportation, the North Carolina Turnpike Authority Board, the North Carolina Global Transpark Authority Board, the North Carolina Ports Authority Board, the Governance Office, and the Department Operations. Ability to exercise sound judgement in analyzing situations and making decisions and to resolve problems as they arise. Ability to understand, interpret, and explain plans, provisions, and legislation affecting programs. Ability to develop and/or interpret policies, procedures, regulations, and laws. Ability to operate computer, calculator, and other office machinery in processing work. Ability to process and maintain the records and business materials that are requested by the boards, DOT staff, public officials, and the general public.
