As a Preconstruction Manager, you will be responsible for managing all preconstruction activities on large volume commercial construction projects, including developing preliminary budgets, value engineering, preconstruction schedules, procurement plans, prequalification of subcontractors, detailed take-off, and oversight of the estimating process. Key responsibilities include management and coordination of people, processes and procedures, software and other resources used to perform estimating functions. Manage bid package scopes, the subcontractor/supplier bidding process, evaluation of bids, problem resolution, final reviews of estimates, presentation of detailed estimates of the work, job communication and client satisfaction activities. Directs and supervises activities of each project for quality and accuracy of work. This includes performing estimates, assisting with established goals, and communicating expected standards of performance and quality for others. Determine which projects to pursue, based upon probability and opportunity for future growth. Assign responsibilities for estimating teams on each project. Develop and maintain Accubid software through database evolution and updates. Work with the project team and others to determine general expenses, labor rates, scope and other elements associated with the project. Prepare preliminary, schematic, design development, construction estimates and studies during preconstruction, monitor design development cost trends to detect over-runs and potential problem areas. Direct the value engineering process. Ensure the accuracy of the estimate. Review drawings, specifications and all other construction documents and communicate construction-related problems, information gaps and potential risks involved in general conditions and supplementary conditions. Ensure all estimates and RFPs are fulfilled to the customer

s conditions for satisfaction. Prepare budgets, estimates, and bid proposals, real-time cost analysis and recommendations to meet or exceed the project
s overall budget, schedule, and customer expectations. Solicit subcontractor and/or supplier information and pricing. Maintain confidentiality of all client pricing and intellectual property information. Participate in the preparation of construction schedules for estimating purposes. Maintain current estimating records, studies, unit prices, budget estimates, etc. Direct and assist architects and engineers with design responsibilities. Support project manager(s) with evaluation of subcontractor proposals. Assist in the interview procurement process. Create opportunities to build long-term relationships with general contractors, owners and engineers through networking and marketing. Communicate how the Company can bring a value-added approach to their project(s). Build effective relationships with customers, contractors, specialty contractors, and suppliers that reflect and support the Company
s core values and meet or exceed the customer 0
s expectations. Provide regular and high-quality hiring, communications, mentoring, coaching, problem-solving and training to staff and other co-workers at all levels as needed. Advise and coach employees and provide performance feedback regularly. Create and manage annual budget and financials. Stay informed of new and changing Company procedures, policies, materials, technologies, techniques, and practices. Establish, train, and maintain policies and processes. Consistently make decisions in an attentive and safe manner to ensure the safety and health of self and others. Minimum Qualifications
Bachelor
s degree or equivalent work experience in engineering, construction management, building construction or a related field. Minimum 3-5 years of electrical construction experience in estimating, common code requirements, and design/build estimating and preconstruction with a concentration in large commercial construction projects. Preferably 1-2 years of hands-on project management experience. Thorough understanding of the project life cycle. Experience with computerized estimating systems and software. Strong conceptual estimating skills. Must have extensive knowledge of the electrical code. Working knowledge of building construction, materials, costs, systems, market conditions and trends, trade practices and regional differences. Strong technical understanding of electrical systems. Conceptual ability to work with little information and quickly understand the owner/architect requirements. Excellent financial, analytical, and mathematical skills. Skills to read, interpret and understand contracts, plans, drawings and specifications and financial documents. Exceptional listening, presentation, negotiation, conflict management and persuasion skills. Solid business development and client communication skills and a demonstrated ability to build strong relationships at all levels and with customers, subcontractors, vendors, and other community leaders. Travel
