Director of Information Technology The Rochester Housing Authority (RHA) is seeking a qualified and mission-driven
Director of Information Technology
to lead the agency’s IT operations. This is a hands-on, strategic leadership role that oversees enterprise systems, infrastructure, support services, and compliance across a multi-site housing authority.
Overview The Director of Information Technology is responsible for planning, directing, and coordinating all aspects of the RHA’s information systems. This includes resolving hardware and software issues, managing IT operations across departments, maintaining systems, overseeing vendors, and ensuring staff training and documentation. The role reports to the Executive Director and supervises a team of professional, technical, and clerical staff.
Responsibilities
Develop and manage the annual IT budget, including hardware and software procurement.
Prepare and oversee RFPs for IT-related projects and vendor contracts.
Analyze and resolve hardware, software, and user issues across the organization.
Supervise the IT support helpdesk and ensure timely service delivery.
Coordinate training for RHA staff in the use of internal systems and personal computing tools.
Collaborate with department leaders to align IT services with organizational goals.
Oversee software implementations and system modifications.
Ensure accurate documentation of operating procedures and technical workflows.
Supervise day-to-day performance, assignments, and evaluations for IT staff.
Required Knowledge, Skills, and Abilities
Strong understanding of IT systems, networking, data infrastructure, and software implementation.
Experience with IT budgeting, procurement, and project planning.
Ability to analyze, diagnose, and resolve a wide range of technical issues.
Skilled in supervising IT personnel and managing vendor relationships.
Familiarity with cybersecurity, data protection, and compliance frameworks (e.g., HIPAA, HUD IT standards).
Strong written and verbal communication skills.
Full Performance Knowledge and Expectations
Knowledge of RHA software, policies, and IT documentation standards.
Experience managing on-premises and cloud-based systems.
Ability to load, maintain, and monitor system software.
Comfortable working independently while collaborating across departments.
Minimum Qualifications Candidates must meet one of the following sets of qualifications:
Option A:
Bachelor’s degree in Computer Science, Data Processing, or a closely related field,
Plus five (5) years of professional IT experience in program development and maintenance.
Option B:
Any bachelor’s or associate degree in Computer Science, Data Processing, or a closely related field,
Plus six (6) years of professional IT experience as described above.
Option C:
High school diploma or GED,
Plus eight (8) years of professional IT experience as described above.
Special Requirement Possession of a valid New York State Class D Driver’s License at time of appointment, to be maintained throughout employment.
