Overview

An Active Secret Security Clearance is required. The SME (Subject Matter Expert) Software Developer will be responsible for the technical design, development, integration, testing, and modernization of data systems in support of the U.S. Coast Guards Power Platform program. The incumbent will play a key role in architecting solutions, facilitating seamless data migrations, and ensuring system interoperability. Responsibilities

Power Platform Framework: Design and implement frameworks to initiate the Power Platform program, establish program guardrails, and define best practices for system integration and data management. Data Migration & Integration: Lead detailed planning and execution of data migration strategies from legacy systems to new platforms, maintaining data integrity and minimizing disruption to operations. Application Modernization: Architect and develop low-code/no-code applications to replace or upgrade legacy applications, leveraging Microsoft Power Platform components and ensuring alignment with government operational needs. Technical Solution Alignment: Produce technical documentation that demonstrates how proposed software solutions meet each business and technical requirement. Testing & Quality Assurance: Create and execute unit, system, and user acceptance testing plans to ensure reliability, accuracy, and operational readiness of new or modernized systems. Support & Documentation: Contribute to the creation of operator and maintenance manuals, design drawings, parts lists, and warranty/support documents as required for government acceptance and contract compliance.

Required Qualifications

BS Degree in a Technical Area with at least 10 years of enterprise level software development experience Proven expertise in developing and integrating software using Microsoft Power Platform (PowerApps, Power Automate, Dataverse, etc.) or similar modern no/low-code environments. Demonstrated ability in data migration, system integration, and legacy system modernization. Strong knowledge of software development lifecycle, quality assurance, and documentation best practices. Ability to prepare concise, high-quality technical documentation for a government audience with general IT expertise. Experience working on U.S. federal or state government contracts (preferred).
