Overview Program Analyst – Senior

role at Sierra7, Inc. The Senior Program Analyst will support the Veterans Health Administration (VHA) by analyzing and improving the effectiveness of healthcare programs as part of the iFAMS Deployment Team under the Financial Management Business Transformation (FMBT) Program. This role requires systematic assessment of current and future program performance, measurement of outcomes, and identification of opportunities to improve program quality and effectiveness. The analyst will assist in executing program operations and contribute to developing recommendations for improving the organization and management of projects and processes that impact VHA’s mission. A deep understanding of integrated healthcare systems is preferred.

Responsibilities

Conduct in-depth program reviews to evaluate performance, effectiveness, outcomes, and alignment with strategic goals.

Identify opportunities for process improvements and contribute to developing actionable recommendations to enhance program performance.

Assist in the execution and oversight of program operations to ensure alignment with defined objectives and performance benchmarks.

Provide input into strategic planning, risk management, and performance measurement efforts in support of the iFAMS rollout.

Contributes to the development of tools, templates, and methodologies to assess healthcare program effectiveness and value.

Assist in developing and maintaining program documentation such as evaluation reports, business cases, and performance dashboards.

Support the coordination of program activities including data management, configuration support, reporting, training, and change management.

Participate in stakeholder engagements and assist with the preparation of high-quality briefings, reports, and recommendations.

Support the documentation and validation of accounting structures and financial data in compliance with VA policies.

Collaborate on data profiling, cleansing, reconciliation, and conversion readiness efforts during iFAMS implementation.

Contribute to the development and validation of business intelligence reports aligned to program effectiveness and financial impact.

Ensure that all work products meet Section 508 accessibility standards.

Requirements

Demonstrated experience in program analysis, evaluation, and improvement within a large-scale federal healthcare environment.

Familiarity with risk tracking, master scheduling, and performance evaluation techniques.

Ability to assess complex programs and recommend strategies for improving effectiveness, efficiency, and compliance.

Knowledge of healthcare program delivery and performance metrics, especially in veteran-centered care.

Strong experience in operational planning, program documentation, and stakeholder coordination.

Familiarity with enterprise-level system rollouts, financial transformation programs, or federal ERP implementations (e.g., Momentum, iFAMS).

Excellent analytical, verbal, and written communication skills.

Strong organizational skills with the ability to manage multiple tasks simultaneously.

Proficiency with Microsoft Office Suite, project management tools, and data visualization/reporting tools is desirable.

Knowledge of Section 508 compliance standards for federal deliverables.

Education & Experience

Bachelor’s Degree (BA/BS) in Public Administration, Business, Health Administration, or a related field (required).

Minimum 8 years of experience in program analysis, planning, and evaluation, preferably within a federal healthcare system.

Extensive experience working within or supporting the Department of Veterans Affairs (VA), particularly on initiatives related to health care, financial modernization, or veteran outreach, is highly preferred.
