Serves as a business advisor providing expert guidance to program offices, senior leadership, and contractors on acquisition matters. Conduct preproposal conferences with prospective contractors to arrive at a clear understanding of what is required under the proposed contract. Analyze and interpret laws, regulations, and policies to develop effective acquisition strategies and solutions. Provide knowledge of price range and construct the contractual vehicle including use of pricing arrangements, subcontracting policy, and set-aside policies. Develop materials to support meetings and presentations at government and nongovernment conferences, seminars, and meetings for pre-award and post-award acquisition matters. Requirements

Basic Requirements for GS-13 Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4 years of contracting or related experience. At least 1 year of that experience must be specialized at or equivalent to the next lower level and must have provided the knowledge, skills, and abilities to perform the work. Education: A 4-year course of study leading to a bachelor's degree, with at least 24 semester hours in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Certification requirements: FAC-C (Professional); FAC-COR and other related certifications may apply as described. Minimum Qualifications GS-13: In addition to basic requirements and certification, you must have at least one year of specialized experience at the GS-12 level (or equivalent) including: Expert knowledge of acquisitions supports formal advertising and/or negotiated contracting methods. Expert in anticipating problems and advising project personnel and program offices on effective implementation and time frames. Knowledge of contracting laws, procurement principles, and applicable regulations. Qualification claims must be met by the closing date and are subject to verification. National Service Experience (volunteer experience) may be credited as qualifying experience where applicable. Current or Former Political Appointees: Disclosure may be required per OPM guidance.
