Overview Systems Planning and Analysis, Inc. (SPA) provides engineering services and analytic support to meet national security needs. The Space and Intelligence (S&I) Division delivers engineering services and analytic support to the Air Force, Space Force, Combatant Commands, the Intelligence Community, and NASA. Our work includes systems engineering and integration, test planning and execution, cost estimating and analysis, developing approaches and concepts to meet emerging, high priority National Defense needs, and assessing and developing cutting-edge computer-based solutions, advanced technologies and progressive capabilities to meet those needs. The S&I Division comprises the Intelligence Programs Group (IPG), the Space Systems Group (SSG), and the Strategic Technology Analysis Group (STAG), which collectively provide outstanding support to help their customers achieve our nation’s most critical objectives and goals designed to protect the safety and livelihoods of all U.S. Citizens, military forces at home and abroad. SPA has an immediate need for a number of highly qualified Senior Financial Support Specialists to support our new U.S. Space Force, Space Systems Command Space Domain Awareness and Combat Power (SDA&CP) and Battle Management Command, Control and Communications (BMC3) Support Services contract (Hemisphere) contract in the El Segundo, CA and/or Alexandria, VA area. Travel is not anticipated but would occur less than five percent of the time on an occasional and irregular basis and be limited to domestic locations only. Responsibilities
Senior Financial Support Specialist responsibilities include: Highly knowledgeable and certified in U.S. Air Force (and U.S. Space Force) Records Management; versed in the U.S. Air Force Financial SAFES program; able to process, receive, track, coordinate, and store large volumes of program critical information; able to coordinate and organize multiple geographically-separated team members required to support the mission; able to lead the monitoring and financial execution of classified programs. Program Financial Integrator: Experienced with and in-depth knowledge of the generation and analysis of Earned Value Management (EVM) data; proficient in MS Office Suite applications and in the use of CCaRS. Senior Financial Support Specialist: Experienced with EVM data; experienced in financial management for ACAT-like weapon systems; experienced in managing the planning, programming, budgeting and execution of funds; highly knowledgeable in U.S. Space Force financial management; extensive prior financial management support experience; able to administer the collection and aggregation of obligations and expenditures data from CDRLs; able to track the status of funding documentation; familiar with CCaRS. It is anticipated that the Senior Configuration Manager/Financial Support Specialist will be based in the National Capital Region and that the Program Financial Integrator and the Senior Financial Support Specialist will be based in the El Segundo, CA area. This position is for future work and is contingent upon SPA receiving funding for this effort. Qualifications
Required: U.S. Citizen Active TS/SCI Clearance or TS/SCI Eligible and with a current polygraph or willingness to sit for one 10 or more years of relevant financial management experience Masters degree in a financially-related discipline Desired: Specific financial management experience with U.S. Air Force and/or U.S. Space Force financial regulations, protocols, policies and practices Financial Management Certifications, such as a CPA or CFP Direct experience with the Planning, Programming, Budgeting and Execution System (PPBES) process including preparation of a Program Objective Memorandum (POM) and defining Unfunded Requirements (UFRs) Direct experience in defining, monitoring, tracking and managing program execution budgets and performing relevant program performance and execution analyses, such as Estimates at Completion (EACs), Estimates to Completion (ETCs) and supporting Program Control activities California Pay Transparency Range: 130k - 190k Seniority level
