has been engaged to conduct an immediate search for a
Human Resources Director
for our client, a leading social services agency in California dedicated to empowering children, youth, and families through a wide range of essential services. They provide transformative programs including foster care and adoption, residential group home care, transitional support for youth aging out of foster care, mental and behavioral health services, intensive home-based care, and community-centered family resources.
Reporting to the Senior Director of Human Resources, this role provides strategic and hands-on leadership for benefits, leaves and accommodations, workers' compensation, safety, employee relations, and compliance. The position partners closely with Talent Acquisition, Learning and Development, and Payroll to ensure consistent and effective employment practices across the agency. This leadership role oversees a team that includes a Benefits and Leaves Manager and several HR specialists and generalists, serving as a key advisor and subject matter expert on a wide range of human resources matters. This full-time, hybrid role is based in South San Francisco, California.
RESPONSIBILITIES: Provides both leadership and direct support in essential HR functions such as benefits, compensation, leave management, compliance, workplace safety, and employee relations. Maintains HR policies and procedures that are compliant with legal standards and consistent with best practices and regulatory requirements, including Community Care Licensing, The Joint Commission (TJC), and other guidelines related to youth services in California. Leads employee relations investigations in accordance with legal standards, advises managers on HR practices, and facilitates constructive resolutions. Guides, develops, and supervises assigned members of the HR team. Cultivates strong, collaborative relationships with agency leaders and staff. Manages HR audits covering fiscal compliance, 403b, wage and hour, benefits, safety, and related areas to mitigate risk and ensure adherence to regulations. Oversees compliance with all federal, state, and local employment laws governing a workforce of 1,000 employees across 40+ sites in California. Performs additional responsibilities and projects as needed. QUALIFICATIONS:
Bachelor's degree in Human Resources, Business Administration, or related field; senior HR certification preferred. Minimum 5 years of HR experience, including 2 years in a senior leadership role with supervisory duties. Strong knowledge of California employment law; experience with Community Care Licensing and The Joint Commission a plus. Strong communication, negotiation, and conflict management abilities. Proven ability to lead change and drive process improvements. Skilled in building partnerships and handling confidential information in compliance with HIPAA and privacy regulations. Proficient in Microsoft Office and HR systems; strong data analysis and reporting skills. Flexibility to work in a hybrid arrangement, including at least two onsite days weekly at the South San Francisco office, with occasional travel as required. Must satisfy all state-mandated employment conditions per Community Care Licensing, including fingerprinting, Child Abuse Index clearance, TB/health screening, valid driver's license, proof of insurance, acceptable driving record, and access to a vehicle for business travel.
