Position Overview We are seeking an HCBS Finance & Operations Manager to oversee Medicaid billing, caregiver scheduling, HR, compliance, and client outreach for our Home and Community-Based Services (HCBS). This individual will manage billing through

EMOMED , coordinate caregiver scheduling through an

EVV system (CareSmartz360 experience strongly preferred) , support staff and clients, and actively engage in soliciting and enrolling new clients. This is a client-facing and employee-facing role requiring strong executive functioning skills, multitasking, and excellent organization and time management. Experience working in a nonprofit setting is highly valued, though not required. Candidates must also have experience serving individuals who require assistance with

Activities of Daily Living (ADLs). This position requires the ability to obtain the Missouri Medicaid Designated Manager Certification for both In-Home Services and Consumer Directed Services (CDS) within 60 days of hire. A reliable vehicle, valid driver’s license, and insurance are required. Key Responsibilities Process and reconcile Medicaid billing for HCBS through

EMOMED

Monitor budgets, expenses, and funding sources

Prepare financial reports to support organizational planning

Ensure compliance with Missouri Medicaid guidelines and reporting requirements

Schedule personal care attendants (PCAs) and caregivers using an

EVV system (CareSmartz360 strongly preferred)

Monitor staffing levels and resolve scheduling conflicts promptly

Oversee office operations, vendors, and compliance tracking

Maintain contracts, organizational records, and service documentation

Serve as a key contact for clients, families, and staff regarding services

Address client needs and ensure care plans are followed

Interview, hire, and onboard PCAs and administrative staff

Oversee employee timekeeping, HR records, and training compliance

Actively solicit and enroll new clients for HCBS services

Build and maintain relationships with referral sources (hospitals, nursing facilities, community partners)

Represent Circle of Care St. Louis at community events and outreach opportunities

Contribute to strategies that increase client referrals and program growth

Qualifications Direct experience billing through

EMOMED

for Missouri Medicaid home care services

Knowledge of

Missouri Medicaid guidelines & HCBS services

Experience working with individuals who require assistance with

ADLs

Strong executive functioning skills: multitasking, self-regulation, organization, and time management

Minimum 3 years of experience in finance, operations, HR, or Medicaid billing

Ability to actively solicit and enroll new clients

Must be able to obtain the Missouri Medicaid Designated Manager certification for both CDS and In-Home Services within 60 days of hire

Reliable vehicle, valid driver’s license, and current auto insurance

Preferred but not required Experience scheduling caregivers using an

EVV system (CareSmartz360 highly preferred)

Nonprofit work experience

Compensation & Schedule Salary: $52,000 – $62,000 annually (equivalent to $25.00 – $30.00 per hour)

Schedule: Monday – Friday, 8:30 AM – 5:00 PM
