BENEFITS THE POSITION The City of Santa Barbara Sustainability & Resilience Department is seeking a dynamic, passionate, and innovative Community Engagement Supervisor to coordinate and implement the community engagement vision for the department; provide outreach, marketing, and branding support to the three operational divisions (Creeks, Energy & Climate, Environmental Services); strategically lead a team of outreach staff that are subject matter experts for each division while pulling those pieces together in one holistic brand; oversee code enforcement staff and leverage code enforcers as community ambassadors; build and maintain relationships throughout the various stakeholder communities; promote and increase engagement with department initiatives, programs, and projects; facilitate community dialogue; engage with marginalized communities to ensure inclusivity and equity in messaging and outreach; measure and assess effectiveness of engagement efforts; and perform a variety of tasks relative to assigned area of responsibility. Knowledge of:
Sustainability principles and concepts, such as the triple bottom line, circular economy, sustainable development goals, zero waste practices, watershed management practices, creeks restoration, renewable energy, carbon neutrality, etc. Environmental issues such as climate change, biodiversity loss, resource depletion, pollution, sea level rise, etc. Community engagement strategies such as effective outreach materials, community organizing, stakeholder identification and analysis, public meetings and workshops, techniques for reaching diverse audiences. Fundamentals of behavior change and psychology – an understanding of human behavior and motivations as well as barriers to adopting sustainable practices. Equity and environmental justice issues, including the disparities in economic and environmental impacts that exist within communities. Local and State policies and regulations, particularly the Santa Barbara Municipal Code. Current trends and innovations in the sustainability and resilience space, with particular focus on topics related to Creeks, Energy & Climate and Environmental Services. Ability to:
Coordinate, direct and implement a robust suite of community engagement practices and initiatives on a variety of complex and dynamic topics related to sustainability and resilience. Think strategically to develop and implement a comprehensive community engagement plan; including ability to analyze data, identify program and community needs and priorities, set clear objectives, and design effective strategies that align with the department’s goals. Communicate complex concepts in a compelling manner, clearly and concisely, both orally and in writing; adapt communication style to various audiences; facilitate discussions and collaborate with both internal and external stakeholders on outreach and messaging. Develop, plan and organize work and the work of others by setting clear objectives, identifying timelines, coordinating resources, and monitoring progress. Establish and maintain effective working relationships with co-workers, representatives of other government agencies, private industry, community groups, and other members of the public with particular focus on marginalized communities and youth. Be adaptable as the sustainability landscape can evolve rapidly. Should be comfortable working in a dynamic environment, embracing change, and adjusting strategies as needed. Foster innovation by encouraging a culture of creative thinking and exploring new approaches, technologies, and trends to enhance outreach strategies. Interpret and enforce the applicable sections of the Santa Barbara Municipal Code. EXPERIENCE AND TRAINING GUIDELINES Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Three years of experience in developing marketing and outreach materials for a sustainability-related field; demonstrated experience developing outreach campaigns and collateral; experience communicating complex topics in an approachable manner.
Education and/or Training:
Possession of a Bachelor’s Degree in Communications, Marketing, Education, Sustainability, or a similar field is desirable.
License, Certificate and/or Other Requirements:
Possession of, or ability to obtain, an appropriate, valid driver's license.
