We are seeking a mission-focused Vice President of Personnel Security to serve as the Corporate Facility Security Officer (FSO). This senior leader will oversee enterprise-wide industrial security programs in compliance with NISPOM (32 CFR Part 117), managing classified operations across multiple facilities and CAGE codes. The role requires extensive FSO experience, strong leadership skills, and an active Top Secret clearance. This is a hybrid position based in McLean, VA.

The ideal candidate will bring deep expertise in FCL management, leading classified security programs at scale, and managing compliance across complex legal structures. The role involves collaboration with internal leadership, external stakeholders, and direct engagement with DCSA and government sponsors. Regular on-site presence (2 days/week) at our McLean, VA location is required.

Job Duties and Responsibilities

  1. Serve as the Senior Corporate FSO overseeing personnel, physical, and industrial security programs across multiple CAGE codes.
  2. Ensure compliance with NISPOM (32 CFR Part 117), DCSA requirements, DD254 obligations, and other federal security guidelines.
  3. Lead and manage a team of FSOs, AFSOs, and security professionals across facilities.
  4. Mature, implement, and enforce Standard Practice Procedures (SPPs), OPSEC plans, incident response protocols, and insider threat reporting guidelines.
  5. Drive security program compliance across legal entities, including parent organizations, affiliates, and subsidiaries.
  6. Manage secure space accreditations and Construction Security Plans as required.
  7. Oversee investigations of security incidents, violations, and adverse information.
  8. Act as the main contact with DCSA, sponsors, and other security entities.
  9. Coordinate self-inspections, vulnerability assessments, and annual reviews.
  10. Partner with IT Security/Cybersecurity to align cyber and facility security standards.
  11. Manage personnel security clearances via DISS, NISS, and other systems.
  12. Facilitate security training, briefings, and debriefings.
  13. Support DD254 management, classification guidance, and subcontractor security requirements.
  14. Collaborate with program managers to integrate security into contracts and business development.
  15. Support classified meeting logistics, visitor requests, and escort requirements.
  16. Participate in Insider Threat Working Groups and Emergency Response Planning.

Supervisory Duties

  • Manage FSOs and AFSOs, conduct performance appraisals, and oversee employee development.

Qualifications

Required Certifications

  • Completed FSO Program Management for Possessing Facilities course through DCSA CDSE.

Education & Experience

  • Bachelor's degree in Security Management, Homeland Security, or related field preferred.
  • Minimum 10 years of security experience, including 5+ years as an FSO and experience in Possessing Facility environments.

Additional Skills & Qualifications

  • Active Top-Secret clearance.
  • Deep knowledge of 32 CFR Part 117, NISPOM, DD254s, and security compliance.
  • Experience managing security across complex corporate structures and multiple facilities.
  • Strong communication, organizational, and decision-making skills.
  • Proficiency with DISS, NISS, and related portals.

Preferred Skills

  • Master's degree in Security Management or related discipline.
  • Experience with SCIF construction, COMSEC, and special programs.
  • Project management and team leadership experience in security environments.
  • Knowledge of DD254 issuance, subcontractor oversight, and classified contracts.

Working Conditions

  • Primarily office-based with 0-10% travel. Sedentary work with occasional standing and walking.

  • Standard physical abilities required for office work, including sitting, standing, and handling materials.
