Data Processing Systems Analyst II, III, IV – Systems Admin. This posting is being used to fill various Data Processing Systems Analyst positions at the specified location. The authorized level is Data Processing Systems Analyst IV. Applications are accepted at the Data Processing Systems Analyst II level in the event of recruiting difficulties.
Salary
A ll new external applicants will be placed on the initial step of the salary range. Placement above the initial step is based on special characteristics and critical needs of the position, exceptional qualifications, funds availability, and other factors. Such appointments require prior approval. Hawaii State Department of Education employees will be placed on the salary range in accordance with Department regulations.
- Data Processing Systems Analyst II, SR-18: $4,590.00 - $5,588.00 per month
- Data Processing Systems Analyst III, SR-20: $4,961.00 - $6,043.00 per month
- Data Processing Systems Analyst IV, SR-22: $5,369.00 - $6,535.00 per month
Examples of Duties
- Plans and carries out fact-finding tasks to secure information on electronic data processing needs and problems of departments.
- Conducts studies related to workflow, time distribution, organizational and functional relationships, forms design, etc.
- Interviews personnel from various management and operations levels.
- Analyzes and coordinates subsystems; determines feasibility of converting operations to electronic data processing.
- Analyzes procedures for feasibility of machine use, capacities, costs, etc.; prepares comprehensive reports and recommendations.
- Develops plans for conversion to machine processing using current technologies, including flow charts and functional block diagrams.
- Integrates systems with agency needs; works with staff/operating departments; prepares and maintains procedural manuals.
- May conduct management studies; prepares activity reports and correspondence; ensures understanding of problem areas by management and staff.
- Provides guidance in implementing accepted recommendations; supervises analysts/programmers and support personnel as a unit or team leader.
- Coordinates with supervisors of other functional areas; trains lower-level analysts as required.
Minimum Qualifications
Basic Education Requirement : Graduation from an accredited four-year college or university with a Bachelor’s degree. Excess work experience may be substituted on a year-for-year basis. The education/experience must demonstrate ability to write clear reports, read complex material, and solve problems logically.
Experience Requirements : Applicants must have the experience described and in the amounts shown or an equivalent combination of training and experience. Substitution options are listed separately.
Specialized Experience : Progressively responsible work in computer systems analysis involving analysis and design of systems for electronic data processing or programming experience including systems analysis.
Substitutions Allowed :
- Bachelor’s degree in computer science or MIS; or other majors with comparable coursework may substitute for up to six months of specialized experience.
- Master’s degree in information and computer science may substitute for 1.5 years of specialized experience.
- Doctorate in information and computer science may substitute for two years of specialized experience.
- Excess Supervisory Experience may substitute for specialized experience.
Driver’s License : Some positions may require a current, valid driver’s license. Indicate interest and provide a clear copy if applying for these positions.
Lifting Requirement : Ability to lift up to 50 pounds unassisted and up to 150 pounds with assistance or equipment.
Quality of Experience : The applicant’s overall experience must demonstrate the ability to perform the duties of the position.
Supplemental Information
Salary : The advertised salary is based on full-time employment and includes relevant differentials where applicable.
Requirements : Applicants must meet all requirements as of the date of application. Education and experience may not be gained concurrently unless specified. Calculation of experience is based on full-time hours.
Temporary Assignment : Temporary Assignment experience may be considered if verified via required documents.
Documents : Attach all relevant supporting documents. Documents submitted before November 16, 2023 may not automatically attach or transfer to applications submitted after December 16, 2023. All documents become the property of the Hawaii State Department of Education.
