Position Summary The Deputy Chief Information Officer (DCIO/Information Systems Manager III) reports to the Chief Information Officer/Director in the City of Portland’s Bureau of Technology Services (BTS). BTS is embedded within the City Operations Service Area. The DCIO will oversee a team of more than 120 professionals and manage a FY2025-2026 budget of nearly $144 million. The DCIO currently oversees citywide application and digital services delivery and development, technology support services, technology project delivery, and business relationship management. The DCIO collaborates with the CIO and BTS Leadership Team to develop and implement strategic direction for IT systems and infrastructure. Through a recently adopted technology roadmap, the DCIO oversees the delivery of technology services and service delivery structures to drive digital transformation. The DCIO aligns IT strategies with business objectives and community outcomes to foster innovation, operational excellence, and a secure, compliant IT environment. Responsibilities are broad in scope and allow for policy, program, and administrative discretion. Essential Functions Of The Deputy Chief Information Officer Include Inclusive Leadership – Attract, develop, and retain diverse, highly competent staff that support the City's mission and core values; foster a respectful, multicultural workplace. Lead Complex Technology Service Operations – Direct Division Managers and staff in delivering complex, secure, resilient technology applications, support, and project delivery services; provide vision, direction, expectations, and transparency. Champion Digital Transformation and Change Management – Support innovation and lead organizational change to align with the technology roadmap and City strategy; promote a culture that supports digital transformation. Collaborative Partnership – Build trusted relationships with IT staff, bureau representatives, and City leaders; negotiate strategy, plans, and resources; represent the City and BTS to stakeholders. Deliver Service Level Agreements – Understand customer needs, negotiate SLAs, define KPIs, and ensure SLA success metrics are met. Budget and Financial Expertise – Develop and administer operating and capital budgets; include cost recovery, forecasting, resource planning, and strategic investments. Communication Skills – Communicate effectively with customers, leadership, and stakeholders; craft clear, actionable communications on complex topics. About the Bureau The Bureau of Technology Services (BTS) is the City’s in-house IT service provider, supporting technology needs for more than 8,600 City employees and residents using City digital services. BTS leads policy, management, and strategic planning for IT across computer, data, radio, video, and telecommunications technologies. To Qualify Qualifications The following minimum qualifications are required: Six (6) years of progressively responsible experience managing complex IT operations, service delivery, and enterprise-level systems in a large organization (preferably public sector). Experience developing and implementing strategic and operational plans, policy frameworks, and organizational change management to align IT service delivery with organizational goals across multiple business lines. Experience developing, managing, and administering large-scale budgets, including cost recovery models, forecasting, and resource allocation. Experience building an equitable and inclusive workplace with a diverse, culturally competent team of 10+ and fostering a respectful, service-oriented environment. Experience building trusted relationships with internal and external stakeholders and communicating complex technical concepts in accessible terms. Knowledge of applicable laws, policies, and ordinances affecting technology, cybersecurity, data environments, and accessibility, with ability to ensure compliance across a broad portfolio.
