Paragon Professional Services, a company within the BSNC family, is currently seeking a qualified Junior Financial Management Analyst for The International Joint Commission (IJC), in Washington, D.C. This position will support program activities for the organization. Anticipated services include but are not limited to: maintain program continuity and high-quality work; obtain current and future qualified professional service employees to meet the IJC mission; provide a compensation package to attract and retain qualified staff; deliver a positive customer experience by maintaining a professional and efficient workforce; and, if applicable, meet travel requirements established for the individual professional service employee. Wage/Salary Range

$80,000 – $85,000 Essential Duties & Responsibilities

Review, verify and analyze data for consistency with financial and program objectives. Perform extensive reviews to verify the accuracy of financial transactions. Monitor the use and rate of expenditures of budgeted funds through dialogue with management and staff; review documentation and records. Assist in keeping the IJC up to date by studying, analyzing and interpreting Department of State and U.S. government statutes, rules and regulations to align with IJC plans and priorities. Review the Department of State financial systems for the IJC regularly and report any irregularities or anti-deficiency matters. Reconcile the IJC’s financial information to the DOS financial system(s) to ensure accurate reporting; advise on discrepancies. Provide timely, accurate funding status reports to the U.S. Section Secretary and other IJC staff. Advise IJC managers on funding amounts, funding types, purposes, and budget time frames for use of funds. Assist in analyzing and reporting significant budget trends and execution. Assist with budget formulation, presentation and execution, providing guidance to staff and program managers. Assist with preparing budgetary schedules, justifications, and information as requested by the IJC and the Office of the Comptroller and the Office of Management and Budget. Prepare budget submissions in response to RM/BP requirements for the Department of State and for the Commission. Obtain guidance from Commission technical staff where appropriate for planning and budgeting. Assist in preparing detailed financial and outlay plans for long-range program planning with senior management. Assist with the overall accounting program, including documentation to obligate, liquidate and adjust funds, and review weekly/monthly reports. Develop tailored GBI reports and spreadsheets to keep management informed on budget execution status. Assist in developing budget information on U.S. Section expenditures for the Great Lakes Regional Office (GLRO) and coordinate with the Canadian Section for comparability. Assist with historical and current budget spreadsheets for U.S. Section offices and GLRO expenditures. Qualifications – Experience, Education And Certification

Bachelor’s degree from an accredited college or university in any major field of study, and at least 24 semester hours in any combination of accounting, business, finance, law, contracts, purchasing, economics, or related fields. Familiarity with GBI and Global Financial Management System (GFMS) is required. Strong written and verbal communication skills. Ability to execute and sign non-disclosure agreements when handling sensitive information. Knowledge, Skills, Abilities, and Other Characteristics

Knowledge of financial management principles and accounting. Ability to review, verify and analyze data for alignment with financial and program objectives. Knowledge of U.S. federal financial management and budget laws and regulations to assist in preparing annual budgets and related reports. Knowledge of budget execution and reporting methods and best practices. Familiarity with DoS budget systems such as BFPS, IBIS, GFMS and GBI. Ability to run reports and analyze weekly and monthly funds status and obligations reports. Knowledge of recording function and budget object codes in financial systems. Proficiency in Excel and experience reviewing financial data. Preferred

Prior U.S. government accounting and budget officer experience is preferred. Necessary Physical Requirements
