Overview
Senior Project Analyst role at Bering Straits Native Corporation (BSNC) with Paragon Professional Services, supporting The International Joint Commission (IJC) in Washington, D.C. Salary Range:
$80,000 – $100,000
Responsibilities
Assist with acquisition planning, development of solicitations, requests for proposals, purchasing documents, contracts, interagency agreements and cooperative agreements.
Provide assistance with all stages of the procurement process, including market research, development of statements of work, cost estimates, and contract status reporting.
Assist with updates to the IJC on federal contracting developments and with implementing G-invoicing for interagency agreements; provide input on forms and processes for acquiring goods, services, and supplies.
Assist with preparing procurement plans and necessary justifications/determinations for review by the Contracting Officer Representative.
Assist in preparing purchase orders, contracts and other documents; ensure forms stay up to date with applicable acquisitions laws and that specifications are clear.
Maintain spreadsheets on active and closed contracts/agreements, including performance periods, modifications, and deliverables status.
Assist in maintaining accurate records of contracts and agreements supported with U.S. funding for the Great Lakes Regional Office activities.
Qualifications – Experience, Education and Certification Required (Minimum Necessary) Qualifications
Master’s degree from an accredited college or university in any major field, and at least 24 semester hours in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Ability to execute and sign non-disclosure agreements when working with sensitive or proprietary information.
Knowledge, Skills, Abilities, and Other Characteristics
Strong oral and written communications skills.
Knowledge of U.S. Federal Government contracting methods to procure goods and services, including negotiation for post-award changes and settlements.
Knowledge of contracting mechanisms (contracts, purchase orders, etc.) and use of standard/modified provisions.
Knowledge of market research, cost estimate development, and price/cost analysis for negotiating contracts.
Knowledge of contract administration to monitor performance and handle changes, claims, and payments.
Experience preparing Excel spreadsheets and reviewing financial data.
Knowledge of procurement systems such as Ariba, IPP, DoS procurement/financial systems; ability to run spending reports in GBI.
Preferred
Certification as a U.S. government contracting officer; prior experience as contracts administrator, contracting officer, and/or specialist is preferred.
Necessary Physical Requirements The position may require prolonged sitting and computer use; reasonable accommodations may be provided. Physical demands include maintaining mental alertness and the ability to perform standard office tasks.
