Senior Counsel
– to provide legal support to Cboe’s U.S. clearing business conducted by CCUS. Cboe Global Markets provides the financial infrastructure that powers the global economy. This position is in Chicago, Illinois. Responsibilities
Draft CCUS rules and rule filings to the CFTC to explain the purpose and basis of those rules. Draft and review CCUS user documentation, notices, website materials, policies and procedures, and other materials relating to the operation and services of CCUS. Draft required CCUS submissions and reports to the CFTC and other regulatory agencies. Provide legal support to Cboe staff, including guidance regarding CCUS rules and applicable law and regulation relating to CCUS functions, services, and business initiatives. Monitor changes in legal requirements applicable to CCUS or that could affect CCUS’s business. Provide legal support for compliance with the requirements applicable to CCUS and CCUS services. Provide legal guidance relating to regulatory requests, exams, inspections, and similar matters involving CCUS. Draft comment letters and regulatory proposals to the CFTC and other regulatory agencies, including proposed regulations and proposed self-regulatory organization rules. Conduct legal research related to federal laws and regulations relating to clearing, futures, securities, and swaps; provide analysis and recommendations. Handle other legal matters, including support related to Cboe’s futures business functions and other product asset classes as needed. Assist with various legal projects across the Legal Division and perform other duties as assigned. Maintain high standards of legal and regulatory compliance and promote a culture of compliance, ensuring compliance with all legal and regulatory requirements of operating a DCO. Experience
Minimum of 4 years of experience as a practicing attorney, including 1–2 years focused on clearing, futures, securities, and/or other exchange-traded derivatives. Prior employment at the CFTC or SEC or a clearing organization or a futures or securities exchange is desirable. Knowledge, Skills and Abilities
Strong writing skills and the ability to explain complex subject matter clearly and accurately. Ability to develop strategic solutions to legal problems and communicate with the business effectively. Excellent oral and written communication, and ability to interact with internal and external contacts. Experience in drafting rule filings and knowledge of futures, securities, and/or derivatives markets; knowledge of broader financial markets is a plus. Strong attention to detail and the ability to articulate complex concepts for regulatory filings and other communications. Working knowledge in one or more of the following areas: clearing, futures, securities, and/or derivatives laws and regulations. Ability to work independently and in teams; provide support to colleagues; balance team and individual responsibilities; be objective and open to others’ views; give and welcome feedback. Strong organization and prioritization skills; ability to manage multiple tasks with accuracy and quality, adapt to changing priorities, and meet deadlines. Education/License
