Port Captain - Marine Technical Advisor role at Motiva Enterprises LLC. This field-based position provides 24/7 operational oversight at Motiva's equity terminals in Port Arthur and Port Neches, supporting safe, efficient, and environmentally responsible marine and terminal operations. The Port Captain acts as the primary liaison between Motiva and marine stakeholders, including vessel operators, terminal staff, and regulatory agencies. Responsibilities

Serve as the primary marine point of contact for all Marine Equity Terminal operations at Motiva's Port Arthur and Port Neches terminals. This includes overseeing vessel vetting, berth scheduling, mooring/unmooring, cargo transfer operations, and Ship-to-Ship (STS) and bunker supply activities to ensure safe and efficient turnaround. Provide 24/7 in-field marine operational support by maintaining a physical presence during critical operations, ensuring continuous monitoring and compliance with Motiva's Marine Assurance standards, OCIMF guidelines, MARPOL, and all applicable local, state, and federal regulations. Coordinate closely with the Marine Assurance Team and report directly to the Marine Assurance Manager, promptly communicating operational issues, compliance concerns, and recommendations for improvement. Conduct comprehensive marine vetting for all ships, tugs, and barges calling at Motiva terminals using in-house platforms, including document review, physical onboard inspections, and risk assessments to ensure only qualified and compliant vessels are accepted. Support terminal and vessel audits both domestically and internationally. Prepare detailed audit reports with Marine Assurance Team, track findings, and ensure timely closure of corrective actions. Participate in marine incident investigations by gathering evidence, conducting root cause analysis, preparing investigation reports, and following up on corrective and preventive actions to prevent recurrence. Coordinate and manage Motiva's Port Safety Advisor program with 3rd party onboard observers. Act as Motiva's representative in local, regional, and national marine industry committees, working groups, and associations, fostering positive relationships with regulatory agencies, port authorities, and industry partners. Support chartering and logistics teams by providing technical reviews of vessel suitability, evaluating charter party terms, and advising on operational risks and best practices for safe cargo handling and transportation. Collaborate with HSSE teams to develop, implement, and regularly test emergency response plans, including oil spill response, fire drills, and pollution prevention programs. Participate in post-drill debriefs and continuous improvement initiatives. Advise on dredging projects, marine infrastructure improvements, and terminal development by providing technical input on navigational safety, berth design, fendering, mooring arrangements, and operational impacts. Promote and embed a robust marine safety culture by leading safety meetings, conducting toolbox talks, sharing lessons learned, and ensuring best practices are consistently applied across all marine and terminal operations. Monitor and drive continuous improvement in terminal performance metrics, including vessel turnaround times, berth utilization, demurrage reduction, and operational readiness. Analyze trends and recommend process enhancements. Collaborate with Marine Assurance Staff to support each other in the field and corporate office, including PTO coverage periods. Maintain up-to-date knowledge of evolving industry standards, regulatory requirements, and technological advancements relevant to marine terminal operations, and proactively implement changes as needed. Outline and showcase safe marine operations, regulatory compliance, and emergency response procedures with terminal staff. Spot-check accurate and timely documentation of all marine operations, including pre-arrival checklists, cargo transfer logs, incident reports, and regulatory filings. Coordinate with maintenance and engineering teams to ensure marine equipment (e.g., loading arms, gangways, fenders, mooring lines) is inspected, maintained, and fit for purpose. Foster and help drive effective communication between vessel crews, terminal operators, agents, surveyors, and other stakeholders to ensure alignment and minimize operational delays or misunderstandings. Support Motiva's sustainability and environmental stewardship goals by ensuring compliance with environmental regulations, promoting pollution prevention, and participating in sustainability initiatives. Special Projects - Employees may from time to time be assigned to perform special projects by the Marine Assurance Manager. For example: Working with other internal business units to update marine-related manuals used by Motiva marine facilities. Emergency Preparedness and Response - Provide support in preparation for and response to marine-related events, such as approaching storms, dock damage, collisions, and spills. Assist facility in performing an Incident Command System team participation as required by the Marine Assurance Manager. Experience and Qualifications

Required Education and Experience 7 years of worldwide seagoing experience is required, including at least 2 years of service in a senior officer capacity. Bachelor's Degree from an accredited maritime academy, deck officer or engineering degree. Strong understanding of ship/shore interface operations, terminal loading practices, and international marine regulations. Proficiency with marine vetting systems, vessel auditing, and compliance inspections. Ability to analyze risk and make sound decisions balancing safety, environment, and commercial performance. Self-driven and capable of working independently in a dynamic, field-based environment. Strong analytical, organizational, and communication skills. Excellent interpersonal skills and ability to collaborate across departments. Able to manage multiple priorities while maintaining attention to detail and operational discipline. Commitment to safety, integrity, and continuous improvement. Preferred Education and Experience 10 years preferred of worldwide seagoing experience. Master Mariner License with a Dangerous Cargo Endorsement (OIL) and experience on oil and/or chemical tankers. Prior experience as a Port Captain for Marine Terminals. Prior experience with Ship-to-Ship (STS) operations. Familiarity with SIRE inspections (accreditation or participation). ICS 100, 200 & 300 certification or incident investigation background. Active involvement in marine terminal or fleet safety audits. Oil spill response planning or emergency management experience. Physical Requirements

Sitting, standing, walking, lifting, carrying, reaching, pushing, and pulling. Ascend and descend ladders, scaffolds, stairs and work in confined spaces and in proximity to loud equipment, lifting up to 50lbs, standing 50% of the time. Must pass annual respirator fit testing, due to safety sensitive nature of job. Ability to wear Personal Protective Equipment (PPE) in designated areas (respirator, hard hat, safety glasses, gloves, heeled boots, and hearing protection). Ability to reach all work areas in the plant (i.e. climb ladders, negotiate catwalks, handle heights to 50 feet, etc.).
