The State Elections Enforcement Commission (SEEC) has the authority to investigate possible violations of the election laws, inspect campaign finance records and reports, refer evidence of violations to the Chief State''s Attorney or to the Attorney General, issue advisory opinions and make recommendations to the General Assembly concerning revisions to the state''s election laws. The Commission develops and implements an electronic campaign reporting system (eCRIS) and is the state campaign finance filing repository for all past and present campaign finance records for party committees, political committees and candidate committees organized for state elections. Minimum Qualifications - General Experience:

Five (5) years of experience in the practice of law including some experience with the legislative process, administrative law and state election laws. Minimum Qualifications - Special Experience:

Two (2) years of the General Experience must have been in a managerial capacity. Preferred Qualifications

Preference will be given to applicants with: Experience applying management principles and practices; Experience interpreting complex state and federal laws, statutes, regulations and legislation; Experience applying state campaign financing and election laws; Experience with criminal, constitutional and administrative law and rules of evidence; Experience with the legislative process; Experience communicating orally and in writing; Experience in advocacy and negotiation techniques. Special Requirements

Incumbents must be admitted to practice law in Connecticut or meet admission qualifications and obtain membership in the Connecticut Bar within six (6) months of appointment. Responsibilities and Duties

Directs all administrative and legal activities of SEEC and advises on legal questions arising from cases involving possible violations of election laws. Supervises staff and operations; coordinates administrative and legal activities including fiscal, budgetary, legislative and educational functions. Implements and evaluates agency policies, goals and objectives; determines staffing levels and trains staff. Supervises investigations of complaints; conducts hearings; participates in criminal and civil litigation as needed. Leads recruitment and hiring of staff; develops educational programs; represents the Commission to media and in legislative matters. Interprets campaign financing law provisions and drafts advisory opinions; prepares Commission decisions and legislative proposals. Knowledge, Skill and Ability

Extensive knowledge of management principles and the ability to interpret complex laws, regulations and legislation relating to state election laws. Knowledge of criminal, constitutional and administrative law and rules of evidence; strong interpersonal, oral and written communication skills; strong advocacy and negotiation abilities.
