Executive Director and General Counsel (STATE ELECTIONS ENFORCEMENT COMMISSION) Agency: Connecticut Department of Administrative Services Overview

The State Elections Enforcement Commission (SEEC) is recruiting for an Executive Director and General Counsel to lead our team. This role directs all administrative and legal activities and advises the Commission on legal questions arising from cases involving possible violations of the election laws. Location and Details

Directs all administrative and legal activities of the State Elections Enforcement Commission. Coordinates, plans, and manages administrative and legal activities including fiscal, budgetary, legislative, and educational functions. Implements and evaluates agency policies, goals and objectives. Determines staffing levels and directs management and coordination of staff; trains Commission members and staff. Supervises receipt, processing, and investigation of complaints; conducts evidentiary hearings and meetings as needed. Assists Chief State's Attorney and State's Attorney in criminal prosecutions or appeals arising from Commission investigations; assists the Attorney General in civil litigation requested by the Commission. Supervises large-scale investigations of criminal violations of state election laws; drafts responses to correspondence and inquiries. Supervises preparation of forms and relevant literature; assigns and supervises research on election and campaign finance laws. Supervises audits and reviews of campaign financing reports; interprets campaign financing law provisions and drafts advisory opinions. Renders primary legal assistance to the Commission on relevant legal issues; drafts Commission decisions and orders in contested cases; drafts proposals for legislation; acts as legislative liaison and testifies before committees; implements legislative changes as required. Acts as spokesperson for the Commission in media contacts and conducts educational seminars; represents the Commission in speaking engagements. Leads recruitment and hiring of staff, including outreach, interview and selection; performs related duties as required. Knowledge, Skills and Abilities

Considerable knowledge of management principles and practices; ability to interpret complex state and federal laws, statutes, regulations, and legislation; ability to apply state campaign financing and election laws. Knowledge of criminal, constitutional and administrative law and rules of evidence; knowledge of the legislative process. Considerable interpersonal, oral and written communication skills; considerable ability in advocacy and negotiation techniques. Minimum Qualifications

General Experience:

Five (5) years of experience in the practice of law including some experience with the legislative process, administrative law and state election laws. Special Experience:

Two (2) years of the General Experience must have been in a managerial capacity. Preferred Qualifications

Considerable experience applying management principles and practices. Experience interpreting complex state and federal laws, statutes, regulations and legislation. Experience applying state campaign financing and election laws; experience with criminal, constitutional and administrative law and rules of evidence; experience with the legislative process. Strong communication skills and experience in advocacy and negotiation techniques. Special Requirements

Incumbents must be admitted to practice law in the State of Connecticut OR meet the qualifications for admission and obtain Connecticut Bar membership within six (6) months of appointment. EEO Statement
