The permanent civil service position is located on Oahu (Downtown Honolulu). Recruitment is continuous until needs are met and may close at any time.

Overview The Field Examination Branch conducts examinations of regulated institutions to assess their financial condition and compliance with applicable laws and regulations. The Branch reviews examination findings and communicates with institutions to ensure corrective action is implemented and to close issues that do not require further attention.

Duties Summary The position primarily assists in the conduct of field and off-site examinations of limited scope and complexity, usually of smaller regulated entities and other smaller financial institutions, to determine solvency, soundness of management and policies, actions of officers and directors, and compliance under the laws.

Minimum Qualification Requirements To qualify, you must meet the following requirements:

Education:

Graduation from an accredited four (4) year college or university with a bachelor;s degree and at least twelve (12) semester credit hours in accounting and/or auditing subjects.

Substitution Of Experience For Basic Education Requirement:

The following types of experience may be substituted for education on a year-for-year basis. The experience must have been of a scope, level and quality to assure possession of knowledge, skills and abilities comparable to those acquired in four (4) years of study while completing a bachelor;s degree that included twelve (12) semester credit hours in accounting/auditing. The education or experience background must also demonstrate the ability to write clear and comprehensive reports; read and interpret complex material; and solve complex problems logically and systematically. Excess General or Specialized Experience may be substituted for the Education Requirement on a year-for-year basis, provided the applicant can show completion of at least twelve (12) semester credit hours at the baccalaureate level in accounting and/or auditing.

General Experience:

Two (2) years of experience in professional accounting or auditing, or experience teaching accounting at the college or university level.

Specialized Experience:

One (1) year of responsible professional experience demonstrating knowledge of the business operations of a financial institution, including interrelatedness of various financial transactions and their effect on the overall condition of the institution. Examples include: reviewing, analyzing and recommending or approving loan applications or investments; accounting or auditing related to internal operations of a financial institution; reviewing, analyzing and recommending or approving investments or other actions involving assets held in trust; accounting and/or auditing experience with an accounting firm focused on auditing financial institutions; or supervision of a department or activity within a financial institution requiring knowledge of policies and procedures.

Substitution Of Education For Experience:

Bachelor;s degree in accounting or a degree with accounting/auditing coursework may substitute for six (6) months of General Experience. Master;s degree or Ph.D. in accounting may substitute for all General Experience.

Knowledge:

Financial services theory, practice and law; economics; business administration; accounting; financial analysis.

Skills/Abilities:

Analyze facts and figures, interpret and apply state and federal laws and regulations, assess risks in regulated entities, evaluate management quality, communicate effectively with personnel and officials, organize work to produce quality outputs in a timely manner, and maintain confidentiality.

Legal Authorization to Work Requirement:

Hawaii requires that all persons seeking government employment be citizens, nationals, permanent residents, or eligible for unrestricted employment under federal law.
