Mandatory Qualifications
Level II- Between four (4) and seven (7) years of experience as an Architect
4-7 years in DM architecture, data modeling, governance, and data quality.
4-7 years proficiency in reporting, visualization, dashboarding, data warehousing and analytics.
Desirable Qualifications
Bachelor's or master's degree in a relevant field or equivalent experience.
4-7 years' experience with building and deploying solutions on AWS and GCP, including relevant cloud services.
4-7 years' experience with building data warehouses, reporting, and analytics.
2-3 years' experience in Python, SQL, API and Webservices for data integration.
2-3 years of experience in conducting fit-gap analysis, documenting requirements, and facilitating workshops.
2-3 years of experience identifying and implementing automation for process improvement.
3-5 years of experience working in a federal or state government setting.
Duties / Responsibilities The NYS Office of Information Technology Services (ITS) is recruiting for a highly skilled and experienced DM Architect (Level II) to join our growing team. The ideal candidate will possess a strong blend of technical and analytical expertise, with a proven track record of designing, implementing, and optimizing Data Management (DM) solutions. You will play a crucial role in ensuring data accuracy, consistency, and governance across our organization, while also driving efficiency improvements through automation and process optimization. The individual must have strong analytical and problem-solving skills and have excellent communication skills for collaborating with technical and business teams. The mission of IES is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. Specifically, IES will improve and simplify the eligibility determination and delivery of health and human services to NYS residents in areas such as: Medicaid, SNAP, Public Assistance, HEAP, Child Care and Fair Hearings.
Design and implement scalable DM solutions, including data modeling, data quality, governance, and integration strategies.
Lead the definition and implementation of DM architecture principles and design patterns for various styles, ensuring smooth data publishing and subscribing for applications.
Utilize programming languages (Python, R, SQL) for data manipulation, analysis, and process automation.
Design and implement ETL/ELT pipelines using tools like Informatica.
Build and deploy DM solutions and integrations on cloud platforms such as GCP and AWS.
Analyze existing DM architectures and develop roadmaps for optimization.
Research emerging DM trends and refine technology strategy.
Act as a business analyst, gathering requirements, performing fit-gap analysis, and preparing documentation.
Identify automation opportunities in data conversion and integration processes to improve efficiency.
Ensure adherence to data governance policies and security measures.
Collaborate with stakeholders to understand data requirements and resolve issues.
