Voyatek is seeking applicants to occupy the position of Level 2 Architect within our team NYS Integrated Eligibility Systems located in Albany, NY. This position is a 18 month contract. The mission of the Integrated Eligibility System (IES) is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. IES will provide eligibility, enrollment, case management, and payment functionality for Health and Human Service programs currently served by the Welfare Management System, Benefits Issuance Control System and other State systems. IES will build on the successful opening of the New York State of Health (NYSoH) by leveraging assets created for the health benefit exchange to modernize the eligibility system for health and human service programs.

Key Responsibilities:

The NYS Office of Information Technology Services (ITS) is recruiting for a highly skilled and experienced DM Architect (Level II) to join our growing team. The ideal candidate will possess a strong blend of technical and analytical expertise, with a proven track record of designing, implementing, and optimizing Data Management (DM) solutions. You will play a crucial role in ensuring data accuracy, consistency, and governance across our organization, while also driving efficiency improvements through automation and process optimization. The individual must have strong analytical and problem-solving skills and have excellent communication skills for collaborating with technical and business teams.

The mission of IES is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. Specifically, IES will improve and simplify the eligibility determination and delivery of health and human services to NYS residents in areas such as: Medicaid, SNAP, Public Assistance, HEAP, Child Care and Fair Hearings.

Qualifications:

1. Level II- Between four (4) and seven (7) years of experience as an Architect

2. 4-7 years in DM architecture, data modeling, governance, and data quality.

3. 4-7 years proficiency in reporting, visualization, dashboarding, data warehousing and analytics.

Preferred Qualifications:

1. Bachelor's or master's degree in a relevant field or equivalent experience.

2. 4-7 years' experience with building and deploying solutions on AWS and GCP, including relevant cloud services.

3. 4-7 years' experience with building data warehouses, reporting, and analytics.

4. 2-3 years' experience in Python, SQL, API and Webservices for data integration.

5. 2-3 years of experience in conducing fit-gap analysis, document requirements, and facilitate workshops.

6. 2-3 years of experience identifying and implementing automation for process improvement.

7. 3-5 years of experience working in a federal or state government setting.

The wage range for this role reflects the wide array of factors considered in compensation decisions. These factors include, but are not limited to, skill sets, experience, training, licensure certifications, and geographic location. Compensation decisions are based on the unique facts and circumstances of each case. A reasonable estimate of the hourly range is $ 69 .00 - $ 74 .00.
