Under the general direction of Staff Services Manager III, Selection Services Program Assistant Chief, the Staff Services Manager I, Specialist (SSMI), Senior Examination Consultant (SEC), is responsible for the completion of complex personnel selection and examination projects. The incumbent will provide job analysis and examination development, assembly, and administration services to state departments using a wide range of advanced research methodologies, statistical techniques, and principles. In addition, the incumbent will provide examination consultation and technical assistance, policy guidance, and interpretation of State Personnel Board (SPB) selection laws, rules, and regulations to state department selection staff, state employees, and rarely, the public. STAFF SERVICES MANAGER I Salary:
$7,172.00 - $8,910.00/month New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable. Special Requirements

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate: Job analysis knowledge and practical expertise – The successful Senior Examination Consultant seeks to expand their knowledge and applied skills as represented in the extant job analysis scientific literature. This includes, but is not limited to, understanding how technology can be used to improve job analysis efficiency, common errors in job analysis and how to avoid, ways to streamline job analysis procedures while maintaining validity, and using job analysis data to improve other critical HR functions like performance appraisal or workforce planning etc. Assessment knowledge and practical expertise – The successful Senior Examination Consultant seeks to expand their knowledge and applied skills as represented in the extant assessment scientific literature. This includes, but is not limited to, understanding the fundamentals of Classical Test Theory (CTT) and Item Response Theory (IRT) including item writing, scale development, reliability, validity, item analysis procedures, and measurement error. Additionally, the successful Senior Examination Consultant works to understand (and apply) how technology can be used to improve assessment development and delivery. Selection Laws, Rules, Policies, Procedures (LRPP) – The successful Senior Examination Consultant seeks to develop their knowledge, understanding, and practical application of the State of California’s legal infrastructure for personnel selection.
