Chief Human Resources Officer - Community Care Network
Overview
Community Care Network / Rutland Mental Health Services is seeking a Chief Human Resources Officer (CHRO) to lead the organization's human resources strategy. The CHRO will be a key member of the Senior Leader Team, responsible for talent acquisition, retention, performance management, compensation, benefits, culture development, and employee relations. This role oversees HR strategy to foster a positive organizational culture and ensure a skilled, engaged workforce aligned with the mission.
Responsibilities
Lead the development and execution of a comprehensive human resources strategy that supports the organization's mission and goals.
Ensure HR policies, practices, and workforce initiatives align with the strategic direction of the organization.
Foster a culture of inclusion and belonging; ensure all employees feel valued, respected, and supported.
Oversee leadership and professional development programs to cultivate talent at all levels.
Provide thought leadership on organizational change, workforce planning, and talent management.
Oversee recruitment, hiring, and onboarding to attract top talent; develop retention strategies to engage and support staff.
Design and implement competitive compensation and benefits programs; ensure pay equity and regulatory compliance.
Manage insurance products and broker relations.
Provide guidance on complex employee relations issues and ensure compliance with employment laws and organizational policies.
Oversee the performance management system and drive continuous improvement in employee development and accountability.
Leverage HR analytics and reporting to inform decision-making and report to Senior Leader Team and Board of Directors.
Qualifications and Competencies
Bachelor's degree in Human Resources, Business Administration, Healthcare Administration, or related field; proven track record in talent management and organizational development.
Minimum of 10 years of progressive leadership experience in HR, with at least 5 years in an executive HR role; experience in health or social services is highly desirable.
Strong understanding of federal, state, and local employment laws, especially in healthcare and social services.
Strong critical thinking, prioritization, and ability to work under pressure.
Valid driver's license and reliable transportation with personal auto liability insurance as required by Vermont.
Successful completion of a criminal history background check after hire.
Role performed at a single location in a professional office setting; occasional travel may be required.
Ability to work after hours when needed and maintain a risk-aware environment.
