Payroll/Accounts Payable Accountant at

NEWESD 101 (NorthEast Washington Educational Service District 101) . Responsibilities

Manages and coordinates the preparation of monthly payroll for the purpose of ensuring timely and accurate compensation of employees, appropriate allocation of funds, and compliance with established financial, legal, and administrative requirements. Organizes distribution of payroll (e.g. mail, pickup, and delivery) for the purpose of ensuring payroll receipt in a timely manner in accordance with agency and district guidelines. Compiles and maintains employee information related to payroll (pay rates, benefits enrollment, payroll deductions, direct deposits, authorizations, leave time, retirement and benefit data, employee withholding, COBRA eligibility, employment contracts, etc.) and monitors processes and documentation necessary for accurate payroll records and providing an up-to-date audit trail. Reconciles enrollment forms and billings to employee records (e.g. COBRA, disability, retirement, health, FMLA) for the purpose of ensuring accurate eligibility and payment information and complying with required provisions. Responds to inquiries regarding payroll and benefit related issues (e.g. leave status, benefit eligibility, employment verifications, garnishments) for the purpose of assisting employees, other departments, and outside agencies in the provision of services. Maintains a wide variety of fiscal information, files, and records (manual and computerized) for the purpose of documenting activities, providing information, and an up-to-date reference and audit trail. Processes and analyzes fiscal information (invoices, purchase orders, requisitions, reimbursements, grant receivables/payables) for the purpose of updating information and/or verifying/initiating final action in compliance with accounting procedures and agency policies. Assists external auditors by providing requested information for the purpose of completing audits. Researches discrepancies of financial and related information and documentation to ensure accuracy and compliance with mandated requirements. Attends meetings, workshops, and trainings to obtain information required to perform the essential functions of the position. Supports assigned administrator and other personnel to ensure efficient and effective team performance. Performs related duties as assigned within the general occupational series and responsibility level.

Qualifications

Skills, Knowledge, and Abilities

Specific skills

include applying pertinent codes, policies, regulations, and laws; operating standard office equipment and software; planning and managing projects; maintaining accurate records; building strong working relationships; performing accounting procedures; creating and maintaining databases; and training and communicating with clients. Knowledge

includes accounting/bookkeeping principles; application of laws and regulations; knowledge of Department of Retirement Systems regulations; knowledge of state and federal mandates (GASB, GAAP) and financial statements. Abilities

include scheduling activities, data gathering and classification, using basic equipment; working independently and with others; communicating with diverse groups; problem solving; and maintaining confidentiality. Education and Experience

Bachelor's Degree in a job-related field required; significant experience may be considered in lieu of degree. Full-charge bookkeeping experience preferred. Experience with payroll and accounts payable is implied by responsibilities. Certificates and Licenses

Valid driver’s license, auto insurance, and reliable transportation. General Requirements
