Responsibilities The incumbent establishes work-measurement standards by performing method, motion-time and work sampling studies and applying pre-determined data. Observations are analyzed to create work elements, which may be formulated mathematically into multivariable standard data tables. Industrial Engineering principles are applied throughout developments, and factors reflecting physical effort are created.
The incumbent applies labor, overhead, and material costs to determine standard costs for tank assembly or manufactured components and develops cost comparisons for make/buy decisions. Inquiries that are non-tank or involve portions of high-cost tank cars are estimated. Close and continuous contact with shop management, Product Engineering, Welding Engineering, Quality Control and Manufacturing Engineering at each facility is required to arrive at satisfactory solutions.
The incumbent initiates improvement programs such as Kaizens and lean initiatives to improve safety, quality, production efficiency, costs and housekeeping, and to minimize non-value-added activities. Lean philosophies are promoted and supported in all areas.
The incumbent performs process planning for subassembly and assembly of tank and car operations for manufacturing facilities. Assembly operations on complex vessels and prototypes require extensive interpretation and planning. Upon receipt of engineering specifications, all aspects of manufacturing requirements are studied and deficiencies resolved with the Project Engineer, Welding Engineer, Manufacturing Engineer, and Production Management. Alternate methods of assembly are identified, labor standards calculated, and the appropriate, least-cost process of manufacture selected. The project is studied for equipment capacity, and appropriate methods are chosen. Processes vary by facility.
The incumbent works to meet internal and external customer expectations by applying focus, preventing errors, and developing quality improvement projects. He/she understands and participates in the Responsible Care Management System.
Qualifications Educational background: an Industrial Engineering degree or equivalent with 3-5 years of related experience.
Essential Functions
Develops work-measurement standards for estimating, planning, scheduling and costing.
Develops method descriptions or work instructions for shop operations.
Develops labor, overhead, and material estimates of manufacturing costs to ensure profitable pricing of tank cars.
Recommends refinements to existing processes to lower manufacturing costs.
Establishes routings and applies standard time allowances for manufacturing controls to maintain orderly conditions and support production controls.
Maintains vigilance on shop operations and procedures through Kaizen teams, lean techniques, and other engineering tools.
Participates in and supports quality projects and Responsible Care initiatives to help the company achieve its goals.
