is currently seeking qualified applicants to fill a
Contracts and Grants Manager , ( Administrative Specialist I ) grade G29 position, in the
Strategic Services Division .
About The Position
This is management level technical and administrative position that is responsible for DoEs grant and contract administration and coordination. Oversight includes providing guidance and instruction into the regulatory requirements associated with grants, contracts, procurements, determinations and other source agreements (MOUs, Riders, etc.) and advises on complex purchasing actions associated with the acquisition of goods and/or services needed and required by the Department. This work requires considerable knowledge of contract and grants management and administration principles and practices involving the preparation of specifications and technical requirements; understanding of compliance requirements; pricing and performance evaluations; evaluating data and report preparation; researching funding opportunities; oversight of the entire grant life cycle; and various solicitation methodologies, milestone plans and systems workflows. Work is performed under the general supervision of Associate Director, Strategic Services Division (SSD).

The Department of the Environment works for a healthy, beautiful and sustainable County through programs that provide clean water, flood control, recycling and waste management, litter prevention, sustainable animal management and pet adoption in partnership with residents and other stakeholders. Some of our core services include providing clean water services (Stormwater Management Division); flooding prevention for buildings and structures (Sustainability Division and Stormwater Management Division); collecting, processing and diverting waste from the County-operated landfill, commercial facilities and householders (Resource Recovery Division); providing sustainability services to reduce greenhouse gas and emission (Sustainability Division); and facilitating pet adoptions, managing an animal holding facility, issuing pet licenses, investigating cruelty complaints and conducting humane outreach and education events (Animal Services Division).
Examples of Work
Provides agency level contract administration across the Department, to include providing managerial support and advisement into the planning and developing of contracts for the Department. Facilitates advertisement, bidding, award and close out of all contracts. Assists with solicitation, evaluation and award of consultant contracts. Leads and manages active contracts and vendor relationships to include status review meetings, contract modifications, performance reporting, contract closeouts and supporting documentation. Performs work under the scope of Project Manager. Responsible for managing the full life cycle of multiple projects/contracts simultaneously. Responsible for providing ongoing status reports utilizing technology resources. Leads and manages grant proposal development and submission in addition to overseeing grant monitoring, compliance and reporting in conjunction with divisional staff and project managers. Researches and oversees staff that research grant opportunities that align with the Departments goals and objectives. Coordinates grant application/proposal completion, submission and implementation of grant with respective division(s). Prepares monthly, quarterly and semi and annual reports that provide data relevant to Department Heads regarding budgeting, staffing and other miscellaneous grant related spending. Assists with the timely development and submission of required reports to grantor through required platforms. Develops, schedules and oversees a periodic audit of all grant awards to ensure compliance with all regulations are achieved. Builds and nurtures relationships with funders and strategic partners. Maintains up-to-date knowledge of all rules and regulations involving grants and contracts to include COMAR, 2 CFR Part 200 and any relevant County regulations. Manages and directs the work of staff to ensure the Department's goals and objectives are met. Willingly and cooperatively performs tasks and duties which may not be specifically listed in the class specification or position description, but which are within the general occupational category and responsibility level typically associated with the employee's class of work.
Qualifications
Master's Degree from an accredited College or University in Business Administration, Public Administration, or a closely related field. Two (2) years of progressively responsible experience in governmental activities in grant and contract administration and coordination.
An equivalent combination of education, experience, and training which provide the required knowledge, skills, and abilities may be considered.
Preferred Qualifications
Prefer minimum of at least 5 years of advanced grant and contract management experience. Certifications in Contract Management (e.g. CPCM, CFCM, CCCM, etc.). Knowledge and experience with federal grants and utilizing/understanding of the federal CFR.
