Overview State Of Colorado Residency Required At Time Of Application. This announcement may be used to fill multiple openings. The Department of Health Care Policy & Financing (HCPF) oversees Health First Colorado, CHP+, and other state public health programs. Our mission is to improve health care equity, access and outcomes while saving Coloradans money and driving value for Colorado. Develop and implement solutions by analyzing available data and formulating models. Develop program policy and represent program rules and regulations. Design, initiate, develop and defend budget proposals, legislation and federal/state plans. Provide financial and program impact analysis in response to Legislative and Executive branch requests. Negotiate and consult with senior management, staff and external entities to manage budget work plans and procedures for program implementation. Research and write program responses and initiatives for legislation and rules; write reports as required by statute and regulations. Establish and maintain written and oral communications with the General Assembly, Executive branch, state departments, federal agencies, state boards, associations, providers, clients and outside consultants. Minimum Qualifications, Substitutions, Conditions of Employment & Appeals Class Code & Classification Description: H1A4XX PROGRAM MANAGEMENT II I There are two ways to qualify: Experience Only: Ten (10) years of relevant experience in an occupation related to the work Education and Experience: Bachelor’s degree in health care administration, public health, public policy, political science, finance, economics or related field, plus six (6) years of relevant experience. Appropriate education substitutes for experience year-for-year as follows: associate counts as 2 years; bachelor’s as 4 years; master’s as 6 years; doctorate/juris doctor as 7 years. Preferred Qualifications & Special Qualifications Prior state experience related to the duties of this position Master’s degree in relevant fields (public administration/health policy/management, finance or economics) Experience in health care policy development and implementation Direct experience with Medicaid provider fee/tax models Knowledge of Medicaid hospital reimbursement financing, UPLs, DSH, CPAs, intergovernmental transfers Experience with hospital financial data/analytics Experience with Medicaid nursing facility rate setting and financing Experience administering grant programs with multiple fund sources Experience developing state regulations and working with Colorado’s legislative process Experience developing and defending budget and legislative proposals Experience supervising multiple work units and building stakeholder relationships Definition of Professional Experience: includes independent judgment, specialized knowledge, data analysis, customer service, and accountability for results.
