Supervising Regulatory Specialist / Senior Project Manager Rincon Consultants is seeking a seasoned Supervising Regulatory Specialist / Senior Project Manager to join our Natural Resources team in Southern California. This position will support a variety of public and private sector clients—with an emphasis on complex federal and state permitting, NEPA, ESA Section 10 compliance, and habitat conservation planning. The team member in this role will be responsible for directly supervising staff, delegating and overseeing workflow, and ensuring successful project execution, working directly with peers and junior team members.

Overview of Key Duties and Responsibilities: Technical Work

Prepare high-quality technical studies and QA/QC of environmental documents, including habitat conservation plans and consistency analyses, Biological Resource Assessments, NEPA analyses (EIS, EA, Categorical Exclusions), CEQA analyses, and lead preparation of permit application packages Identify optimal permitting pathways for complex projects and develop the necessary technical studies and materials Lead development of Habitat Conservation Plans (HCPs) and/or Natural Community Conservation Plans (NCCPs) in coordination with clients and federal, state, and local agencies, and oversee compliance with HCPs/NCCPs Conduct periodic site visits as needed Travel (including overnight stays) when required Project Management

Oversee complex biological permitting projects (e.g., Clean Water Act, Endangered Species Act (including Section 10 incidental take permitting), Coastal Act) Manage moderate to complex, large-sized projects Coordinate scopes, schedules, budgets, and deliverables while ensuring high-quality execution Serve as Rincon’s primary point of contact for clients and regulatory agencies Provide both technical direction and team mentorship, encouraging collaboration and solution-oriented thinking Lead QA/QC of technical reports, project budgets, and schedules Business Development

Leverage existing industry relationships and conduct thoughtful, professional client outreach Maintain and grow client accounts through proactive relationship management Write compelling proposals with accurate cost and schedule estimates Participate in interviews and give presentations to prospective and current clients Qualifications

8–12 years minimum of progressive and successful environmental consulting and/or regulatory agency experience, including the technical, project management, and business development experience listed above BS or MS in Biology or a related field; or PhD in Biology Experience directly supervising, mentoring, and supporting the development of junior staff Strong interpersonal and leadership skills; a collaborative approach to mentoring staff and communicating with clients, agencies, and subcontractors Demonstrated experience with some or all: Biological reports (CEQA/NEPA/ESA consultations) Botanical and wildlife species surveys Regulatory permitting and compliance oversight/monitoring Habitat conservation planning, restoration planning, habitat management, and mitigation monitoring Projects involving utilities, energy, water, transportation, or other market sectors Biological team and/or client program management Employment details

Seniority level: Mid-Senior level Employment type: Full-time Job function: Project Management Salary & Benefits The base salary range for this full-time position is $115,000–$135,000, plus benefits and bonus. Rincon’s salary ranges are based on market median of similar jobs, and the base pay offered will reflect internal equity and the candidate’s knowledge, skills, and experience.
