Assembly Bill (AB) 327 (Perea), Stats. 2013, ch. 611 directed the CPUC to develop a successor to then-existing Net Energy Metering (NEM) tariffs, and also required the Commission to develop specific alternatives designed to increase adoption and growth of renewable generation in disadvantaged communities (DACs). The CPUC issued Decision (D.) 18-06-027 on June 21, 2018, which adopted three new programs intended to promote the installation of renewable generation among residential customers in disadvantaged communities (DACs): the Disadvantaged Communities - Single-family Solar Homes (DAC-SASH) program, the DAC-Green Tariff program, and the Community Solar Green Tariff program. The Energy Division is seeking an analyst to work on customer generation programs, with an emphasis on its oversight of the DAC-SASH program that provides incentives for photovoltaic (PV) solar systems to qualifying low-income homeowners located in disadvantaged communities within the service territories of Pacific Gas & Electric Company (PG&E), Southern California Edison Company (SCE), and San Diego Gas & Electric (SDG&E). Specifically, this position would serve a critical function for the CPUC by acting as program lead on the oversight, customer support, Program Administrator and IOU liaison for the DAC-SASH program. In addition to help overseeing the ongoing contracting and performance oversight of the program, the position will also provide general analytical support in the wake of the recent NBT proceeding.

Under the general direction of the Program and Project Supervisor and as part of a team, the analyst will work on both policy development as well as program implementation, and collaborate with other Energy Division groups to ensure consistency and coordination across programs and policy. The analyst will conduct original research on highly complex and technical problems; will take lead responsibility in managing work products and timelines for a CPUC proceeding; organize stakeholder meetings and workshops; summarize positions on policy proposals; assist Administrative Law Judges with developing a record and drafting proceeding documents; and conduct legislative analysis on proposed bills. Incumbent must have knowledge of customer generation programs and market trends, in particular programs supporting disadvantaged and low-income communities. The analyst will be expected to work with the utilities and other stakeholders to ensure program administration activities are conducted in a manner consistent with Commission decisions and directives, as well as yield results that advance state policy, and ratepayer interests.

This is a hybrid position that will require the selected candidate to report to their assigned headquarter office a minimum of two (2) days a week.
