Summary Description
The City of Beaumont is seeking a full time Street Maintenance Worker to fill an open position. Under direction of the Public Works Director, and the Street Maintenance Supervisor performs a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair streets, sidewalks, curbs and gutters, guardrails, block walls, bridges, storm drains, right of ways, traffic markings, alleys, and catch basins and fences and other related work as required. Representative Duties
Installation and repair of streets, sidewalks, curbs and gutters, guardrails, block walls, bridges, storm drains, right of ways, traffic markings, alleys, and catch basins and fences. Paving, grading slurry seal, crack sealing, construction of berms, grading, paving, and minor repair of streets, alleys, and parking lots. Perform a variety of semi-skilled duties to include, asphalt, concrete, striping, paint and sign crews. Performs a variety of semi-skilled and limited skill manual work in assisting in carpentry, construction, maintenance and repair of city buildings and facilities. Operate a variety of trucks to include dump truck, water truck, patch truck, bucket truck and pickup truck, any other truck used to transport materials, tools and equipment. Use concrete cutting and breaking equipment, operate a jackhammer, pour and finish cement, prepare temporary sidewalks. Operate and maintain a variety of maintenance and construction equipment and/or machinery and heavy equipment including motor grader, tractor, backhoe, aerial bucket truck, crane, loader, black top paving machine, water truck, dump truck. skip loader, skid steer loader, chain saws, berm machines, paving machines etc. Complete maintenance projects, including shooting and establishing grades to ensure correct drainage; determining the correct amount of materials and labor needed; checking for and ensuring the protecting of gas, electric, water, and communication lines before proceeding; assisting in bid preparations. Complete a variety of reports and forms including time and equipment records and work orders. Participate in special City events as needed. Report hazardous conditions encountered, may participate in clean up. Perform a variety of ornamental and custom metal fabrications and general welding repairs on various type of gates, multi-lock devices, safety rails, utility boxes, truck racks, concrete stamps and other items as assigned. Participate in the set-up of safety devices on the job sites such as setting out flags, cones, signs and other traffic control devices. Preform weed abatement and graffiti removal in public right of ways. Adhere to safe work methods, procedures and practices. Assist in storm control activities such as placing of sandbags and barricades and picking up litter and debris. Provide traffic control throughout the city as required. Respond to public inquiries. Trim back gutters and/or overhangs identified throughout the city. Respond to emergencies as directed by Public Safety. Attend safety meetings. Perform a variety of related tasks such as picking up shopping carts, palm fronds and illegally dumped trash; cleanup of vehicle spills at traffic collisions; graffiti removal; weed abatement; etc.
Qualifications
Knowledge of: Knowledge of modern street maintenance principles and practices, budget monitoring techniques and methods; supervision principles and practices; safe work methods; operations and applicable regulations; project management principles and practices. Skill in monitoring pavement maintenance programs; preparing and maintaining accurate reports and records; communicating effectively both orally and in writing; establishing and maintaining effective working relationships with other City employees and the public. Knowledge of applicable city, county, state and federal statutes, rules , regulations, ordinances, codes, administrative orders and other operational guidelines and directives. Knowledge of the City's and the Department's policies and procedures. Knowledge of asphalt and concrete maintenance, repair and installation methods and techniques. Knowledge of occupational hazards and standard safety guidelines. Knowledge of operation procedures for power tools, hand tools and heavy equipment used in street maintenance.
Ability to: Skill in assessing and prioritizing multiple projects and/or demands. Skill in analyzing, identifying and implanting solutions to complex problems. Skill in establishing and maintaining effective working relationships with co-workers, staff, vendors, contractors, visitors, the general public and other having business with the City. Provisions of the California Vehicle Code and other ordinance and rules involved in safe automotive operation on City streets. Practices and methods and materials used in general construction, grounds maintenance and general maintenance work. Basic principles, practices and methods of handling or responding to hazardous spills. Experience, Education and Licenses
Education/Training: • Minimum eighteen (18) years of age. • Must possess a high school diploma from an accredited high school or G.E.D. equivalent. License or Certificate: • Must possess a valid California Class C Driver's License and maintain possession of such license during the course of employment. Must obtain class A or B within one (1) year of employment date. Experience: • Five (5) years of experience comparable to that of a Street Maintenance Worker.
Physical, Mental, and Environmental requirements: Must be found to be free from any physical, emotional or mental conditions, as determined by a qualified physician and/or psychologist, which with or without accommodation might affect the ability of the employee to perform essential job functions. A flexible work schedule may be required. The position may require prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily office activities. Additionally, the position requires grasping, repetitive hand movement, and fine coordination in retrieving and entering data using a computer keyboard. Near and far vision is required in order to read work related documents and use the computer. Acute hearing is required when providing phone and personal service. The position requires lifting, carrying, pushing, and/or pulling objects weighing up to 100 pounds. This classification is not intended to be all-inclusive.
