The
Procurement Specialist
will provide advanced procurement and contract management support to the Texas Health and Human Services Commission (HHSC). This role is responsible for drafting solicitation packages, coordinating procurement processes, and ensuring compliance with state regulations and federal funding requirements. The ideal candidate will have strong experience developing Requests for Proposals (RFPs) within state health agencies, leading stakeholder sessions, and negotiating large contracts. This position requires initiative, independent judgment, and expertise in state procurement practices, with a strong preference for Certified Texas Contract Developer (CTCD) or Certified Texas Contract Manager (CTCM) credentials.

Responsibilities • Draft and edit solicitation packages in coordination with HHSC subject matter experts (SMEs) • Collaborate with program staff to include accurate and complete program-specific information in procurement documents • Provide technical assistance to Medicaid & CHIP Services (MCS), HHSC IT, and other HHSC stakeholders regarding procurement processes and strategies • Coordinate procurement requirements across multiple program areas and partner departments • Work with Procurement and Contracting Services (PCS) and Legal Services to determine solicitation methods, timelines, and posting requirements • Develop key performance measures for solicitations and resulting contracts • Participate as a subject matter expert in assigned workgroups and training activities • Lead Joint Application Development (JAD) sessions to elicit requirements from stakeholders • Create process flows (AS-IS and TO-BE) for procurement processes • Develop cost models, pricing workbooks, and financial requirements for solicitations • Provide quality assurance reviews of procurement documents and processes • Prepare federal funding requests (Planning and/or Implementation Advanced Planning Documents) as required • Serve as a trainer and presenter to HHSC staff and management regarding procurement best practices

Requirements
Minimum Qualifications • 5+ years drafting RFPs within state health agencies • 5+ years leading JAD sessions to elicit requirements from stakeholders • 5+ years developing key performance measures for solicitations and contracts • Familiarity with government regulations, software licensing practices, and negotiation techniques • Certified Texas Contract Developer (CTCD); CTCM a plus

Preferred Qualifications • 5+ years' experience in Texas Medicaid programs • 5+ years creating AS-IS and TO-BE process flows • 5+ years developing cost models, pricing workbooks, and financial requirements • Prior experience preparing Federal funding requests (Planning and/or Implementation Advanced Planning Documents) • Knowledge of the State of Texas Procurement and Contract Management Guide • Experience negotiating large contracts • Experience performing quality assurance activities on large projects

Work Location and Schedule • Location: 4601 W. Guadalupe Street, Austin, TX 78751 • Schedule: Monday - Friday, 8:00 AM - 5:00 PM Central Time (excluding state holidays) • Work Arrangement: Hybrid - 3 days onsite (Mon-Wed) and
2 days remote
(Thu-Fri). Remote flexibility may be expanded at HHSC's discretion. • May require occasional evenings, weekends, or holidays with prior approval.
