Job DescriptionThe Senior Business Analyst - Digital Transformation will lead enterprise-level initiatives that align business strategy with operational execution. This role emphasizes business process reengineering, digital transformation, and the application of the MITA framework to modernize integrated eligibility systems within the Texas Health and Human Services Commission (HHSC). The position requires a proven ability to analyze current operations, identify opportunities for improvement, and design new processes and business architectures that enhance efficiency, effectiveness, and customer satisfaction. Acting as a liaison between business stakeholders and IT teams, the Senior Business Analyst ensures that solutions meet both strategic objectives and operational needs.?Responsibilities•Spearhead large-scale digital transformation initiatives, leveraging emerging technologies to achieve strategic organizational goals.•Conduct business process reengineering (BPR) to identify inefficiencies, bottlenecks, and pain points, and design optimized processes that improve efficiency, cost-effectiveness, and service quality.•Develop and maintain comprehensive business architecture artifacts, including current and future state models, capability maps, and value streams.•Utilize BPMN, UML, ArchiMate, and other modeling tools to communicate complex business concepts to technical and non-technical audiences.•Engage senior leadership, business units, IT teams, and external partners to elicit and validate requirements.•Translate strategic objectives into actionable business and functional specifications.•Serve as the liaison between business stakeholders and IT teams, ensuring alignment and clear communication of impacts and requirements.•Support organizational change management initiatives, promoting adoption of redesigned processes and workflows.•Provide strategic insights and guidance to improve compliance, efficiency, and effectiveness in HHS integrated eligibility systems.?RequirementsMinimum Qualifications•12+ years of progressive experience in a Business Architect or Senior Business Analyst role, with emphasis on enterprise-level initiatives.•12+ years leading or contributing to large-scale digital transformation and BPR projects.•12+ years of demonstrable expertise with MITA, including experience with MITA State Self-Assessments (SS-A).•10+ years of experience with BPMN, UML, ArchiMate, and enterprise architecture frameworks such as TOGAF.•10+ years of experience applying advanced analytical, problem-solving, and critical thinking skills to complex business challenges.•10+ years of experience communicating complex business concepts to both technical and non-technical stakeholders.•10+ years of experience with negotiation, facilitation, and conflict resolution.•Bachelor's degree in Business Administration, Information Technology, Computer Science, or related field.?Preferred Qualifications•12+ years of direct experience with HHS integrated eligibility systems (e.g., Medicaid, SNAP, TANF, CHIP).•10+ years of experience working in government or public sector environments.•Relevant certifications such as CBAP, TOGAF, BPMN, Lean Six Sigma Green/Black Belt.•Familiarity with Agile and SAFe methodologies.•Master's degree in a relevant field.?Additional Requirements•Candidates must be local to the Austin, TX area; relocation or future moves are not accepted.•Background check required in accordance with HHSC and state policies.?Work Location and Schedule•Location: 4601 W Guadalupe Street, Austin, TX 78751•Schedule: Monday - Friday, 8:00 AM - 5:00 PM Central Time, excluding Texas state holidays•Work Arrangement: Hybrid - 3 days onsite (Monday, Tuesday, Thursday) and 2 days remote (Wednesday, Friday).•May require evenings, weekends, or holiday work as approved by HHSC.?BenefitsHealth Care:Air InfoSec offers an Individual Coverage Health Reimbursement Arrangement (ICHRA), providing up to $350/month in tax-free reimbursements to help cover the cost of your own health insurance premium.
