This position within the Public Works Department requires skilled work in the operation of earth moving and related equipment used in street and drainage maintenance. Under direction performs skilled work in the operation of earth moving and related equipment used in street and drainage maintenance. Employees in this class perform manual labor and may operate motor graders, street sweepers, loaders, dump trucks, vacuum trucks, snow plows, sand spreaders, and other equipment in the maintenance and repair of streets, alleys, drains and other installations. In any assignment, the employee must perform work safely and efficiently, occasionally under adverse weather or otherwise undesirable conditions. Acts as a lead person of various maintenance crews in the field as required.
SUPERVISION EXERCISED: May exercise technical and functional supervision over maintenance crews.
Essential Functions

Acts as lead person as required or assigned; provides direction to employees; assumes responsibility for actions and safety of a crew in the field; maintains records and prepares reports; Operates various types of heavy equipment including but not limited to, motor graders, front-end loaders, backhoes, dump trucks, snow plows with sand spreader, water trucks, rollers, pavers, and street sweepers, vac trucks, skid steers, or other equipment; Slopes and cleans ditches and spreads gravel and fill on streets. Operates snow removal equipment, removes snow from city streets, airport runways/taxiways and all airport areas. Grades ditches and streets for drainage; Maintains and repairs asphalt and concrete; assists in the patching of city streets, cleaning of drains, building/repairing of fence, traffic control, and installation and repair of signs. Contacts appropriate utility company for location of underground utilities prior to excavation; maps and logs underground utilities, takes appropriate action for any accident involving an underground utility; Contacts contractors, vendors, and suppliers as required; Authorizes leases and/or purchases of equipment and/or material, if necessary; Serves as acting Street Superintendent in the absence of Street superintendent; occupies the number two (2) position of Street Department call-out list. Responsible for proper licensing to carry out the essential duties. Know and understand proper techniques for large equipment transportation and how to safely carry out these duties. Majority of work will involve manual labor and driving city vehicles and equipment. Manual labor will include: patching of city streets, cleaning drains, building fence, traffic control, installing and repairing signs, etc.; Cleans and performs preventive maintenance on construction and maintenance equipment. Utilizes proper safety precautions related to all work performed; Responds to public inquiries in a courteous manner and provides information within the area of assignment. Performs pre-operational and end-of-shift operational checks.

Exercise technical and functional supervision over lower level staff; Read and interpret maps, sketches, drawings, specifications and technical manuals; Install and set storm drain pipe, catch basins and manholes; Excavate, level, cut, and distribute earth and trenches; Perform street paving and asphalt laying functions; Perform unskilled and semi-skilled maintenance, construction, and repair work in the area of work assigned; Perform a variety of manual tasks for extended periods of time and in unfavorable weather conditions; Perform heavy manual labor; Work independently in the absence of supervision; Understand and follow oral and written instructions; Communicate clearly and concisely, both orally and in writing; and Establish and maintain effective working relationships with those contacted in the course of work.
REQUIRED CERTIFICATIONS AND LICENSES:
Must hold valid State of Nevada Class A Commercial Driver's License (CDL) with tanker endorsement. Possession of or ability to obtain an ATSSA Traffic Control Technician certificate and an ATSSA Traffic Control Supervisor Certificate within one year of hiring. Ability to obtain a Flagger's card with one year of hiring.
EXPERIENCE AND TRAINING: Any combination of training, education, and experience that would provide the required knowledge and abilities. A typical way to gain the required knowledge and ability is:
Completion of a high school education or equivalent supplemented by specialized journey training in the operation of heavy equipment, plus a minimum of
4 years of experience
in the operation and maintenance of equipment common to municipal maintenance and construction. Ability to read and write the English language. Common problem solving helpful.
