ABOUT THE POSITION The level at which the position will be filled is at the Department's discretion and contingent on the candidate's experience and qualifications. The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies. This recruitment will remain open until filled.

The County of Riverside's Transportation and Land Management Agency (TLMA) has an opportunity for a Land Use Technician I/II (Permit Technician) who will be assigned to the Building and Safety division in Riverside.

The Land Use Technician I/II (Permit Technician) will play an important role in the Building and Safety division. Under close supervision, assist in the review of plans at the public counter. Check plans for conformity to uniform building codes, ordinances, and administrative orders. Participate in training in order to learn more responsible work and to do other work as required.

The Land Use Technician I/II (Permit Technician) will receive substantial training in the following key areas: generalized plan check, building inspections, and determine conformance to basic building codes, regulations, and ordinances.

The Land Use Technician I is a natural progression underfill for the Land Use Technician II. Incumbents are eligible to promote to Land Use Technician II upon successful completion of their probationary period, which would include a satisfactory performance evaluation and any additional qualification requirements.

Competitive candidates will have experience in Bluebeam & the Public Land Use System (PLUS) software. Additionally, candidates with knowledge of Building Codes, County Ordinances, who have taken classes in Inspection Technology or Construction Technology, or hold an ICC certification, be proficient in Microsoft Office Suite including Word and Excel, are bilingual in Spanish, and have outstanding customer service skills are highly desired.

This position follows a 9/80 schedule, offering every other Friday off from 7:00 a.m. to 5:00 p.m.

Meet the Team!

The TLMA) is the umbrella agency for several county departments which includes the Planning Department. The Department is responsible for Riverside County's General Plan, a comprehensive long-range plan intended to guide the growth and development of unincorporated areas within the County. This department formulates growth management plans and zoning for the County. EXAMPLES OF ESSENTIAL DUTIES • Assists at the public counter in the review of proposed over the counter submittals such as patio covers, swimming pools, solar, and codes, regulations, and ordinances pertaining to these permits. • Provides technical assistance to and review of field situations with building inspectors. • Assists in determining the classification and occupancy groups of structures; assists in determining the type of construction allowable floor, area, and height. • Assists in clarifying and interpreting codes and regulations to developers, contractors, the general public, and to building department staff. • Keeps logs and records of plans reviewed. • May prepare reports and correspondence; attends continuing education classes as required. • Inform developers, contractors, and members of the public on matters pertaining to building codes & construction plan requirements. • Research legal descriptions, property ownership, and history utilizing a variety of sources (e.g., maps, computers, and Assessor-County Clerk-Recorder records. • Advise violators of code requirements and attempt to gain compliance by advising applicants of the requirements and the various procedural steps they may take to resolve different issues; if further action is required, gather all pertinent facts from the parties concerned.

MINIMUM QUALIFICATIONS Land Use Technician I

$26.80 - $36.99 Hourly

$55,746.67 - $76,948.19 Annually Education: Graduation from high school or attainment of a satisfactory score on a G.E.D. test. Experience: Two years of clerical or technical experience in a public works organization with exposure to land use, zoning, planning, code enforcement, title searching, building inspection, map making, surveying, or a directly related field. (Completion of undergraduate level courses from an accredited college or university may substitute for the required experience on the basis of 30 semester or 45 quarter units equaling one year of the required experience.) $29.41 - $43.35 Hourly

$61,172.72 - $90,175.54 Annually OPTION I

Education: Graduation from high school or attainment of a satisfactory score on a G.E.D. test.

Experience: One year as a Land Use Technician I with the County of Riverside or an equivalent position.

OPTION II

Education: Completion of 60 semester or 90 quarter units from an accredited college or university. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.) ALL OPTIONS Knowledge of: State laws and municipal and County ordinances governing land use and zoning; the elements of planning and zoning theory.

Ability to: Read, interpret and research laws, rules and regulations; read legal documents and interpret legal descriptions; read maps, architectural drawings and interpret building plans; establish and maintain effective working relationships; prepare clear, concise and accurate reports; maintain files; speak and write effectively.

Other Requirements

License: Possession of a valid California Driver's Class C License is required.

(Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent. Tier II

(Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.

Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
